Since World War Two we have been moving faster and going further a fact that has profoundly changed our way of experiencing both the world and ourselves. The explosion of low-cost travel options has similarly had an important impact on the economy, adding to the globalization of markets and transformations in modes of production. It is no longer possible to think of nation-states as autonomous vis-a-vis one another, nor of cities or regions as homogenous spaces delimited by clear-cut borders. Societies, like Western cities, are redefining themselves through mobility. What does this mean for the city for its governability and governance? In this book Vincent Kaufmann assesses the urban implications of the mobility turn. He explores the modern urban phenomenon from the point of view of the mobility capacities of its players their motility. He asks that the reader consider the idea of a city or region as the product or an arrangement of a specific set of motilities. Re-Thinking the City seeks to identify how the motility of individuals, goods, and information acts as an organizing principle or rather, the organizing principle of contemporary urban change, and then aims to examine the consequences for urban governance by exploring the channels through which individual and collective motility can be regulated.

Son ampleur en fait un programme inédit : 250 000 nouveaux logements locatifs sociaux, 400 000 réhabilités, 250 000 autres démolis, sont prévus ainsi que des équipements publics et des aménagements urbains pour la période 2004-2011. L'agence dispose de moyens exceptionnels : ses capacités de subventions pour les 5 premières années du programme s'élèvent à 5,25 milliards d'euros permettant, par son effet démultiplicateur, d'estimer les travaux engagés à 17 milliards d'euros sur 5 ans et à environ 30 milliards pour la durée du programme. Son apport est de démultiplier les moyens, de fédérer tous les acteurs autour des collectivités locales et de concentrer les actions. Au plan opérationnel, en termes de méthode de travail et en tant que guichet unique, elle a permis de régler la mise en œuvre des subventions des différents financeurs de façon coordonnée, donc plus efficace que par le passé. Son action débouche sur un développement de l'intensité des requalifications de tous les quartiers situés en zone urbaine sensible. En particulier, l'arrivée de l'ANRU a été déterminante en matière d'espaces publics et d'équipements publics, d'activités et de commerces qui sont des axes majeurs de la recomposition des quartiers. On a pu simultanément être beaucoup plus ambitieux sur le niveau de réalisation, comme le montrent les douze projets développés par les esh. Grâce aux moyens de l'ANRU, la "mixité sociale" a été bien développée, avec la création d'activités nouvelles et d'emplois, avec la possibilité également de reconstruire sur place et de bénéficier de l'apport de nouveaux promoteurs à travers les interventions de La Foncière Logement. Celle-ci sera définitivement gagnée à l'issue des travaux par le changement d'image de ces quartiers qui accueillent des équipements nouveaux : médiathèque à Vandœuvre (Nancy), tramway à Lormont (Bordeaux), etc. Les esh ont été à l'avant-garde du renouvellement urbain depuis plus de 15 ans : les sociétés ont toujours démoli des immeubles parce que c'est une action nécessaire d'urbanisme en rapport avec l'évolution des modes de vie, des attentes des habitants qu'elles veillent à satisfaire. Aujourd'hui les entreprises sociales pour l'habitat sont présentes dans 3 projets sur 4 validés par l'Agence Nationale pour la Rénovation Urbaine. A travers le projet "Habitats en devenir", soutenu par l'ANRU, les esh ont souhaité témoigner sur la politique de rénovation urbaine menée en leur sein, en la plaçant sous le double objectif des professionnels et des habitants, tout en donnant la parole aux élus des 12 quartiers concernés. Il faut souhaiter que cette politique ambitieuse puisse aller à son terme pour que tous les habitants concernés bénéficient de ce changement majeur de leur cadre de vie.

The Twelfth International Conference on Patristic Studies met in Oxford from 21 to 26 August 1995. These gatherings have assembled at four-yearly intervals since 1951. At each the number of papers presented has been greater than the previous occasion, and the size of the assembly is now limited only by the capacity of the buildings available. Some 650 scholars attended the 1995 Conference, including delegates from Russia, Georgia, India, Japan, South Africa, New Zealand, and Australia, as well as from North America and most countries in Europe. Papers were given in English, French, German, Italian or Spanish, and are normally printed in the language in which they were delivered. Some were fully developed lectures lasting for nearly an hour; the majority were communications of 12 minutes' duration: and a few came in between. These volumes contain 284 of the papers, including most of the lectures given in full session, viz. the Inaugural Address by Dr. H.D. Saffrey on 'Theology as a Science'; Prof. Dr. Suso Frank, 'John Cassian on John Cassian'; Prof. Dr. O. Skarsaune; 'Is Christianity Monotheistic ? Patristic Perspectives on a Jewish-Christian Debate'; and Prof. A. Louth, 'St. Maximus the Confessor: Between East and West'. C'est une aire géographique extraordinaire pour l'évolution du vivant, car les différents canevas régionaux - géomorphologiques, pédologiques, climatiques - associés aux îles, à la bordure continentale et à l'isthme ont induit une pluralité de biotopes. Ce qui a conditionné autant de communautés floristiques et faunistiques, de physionomies et de paysages. Tous les écosystèmes de l'espace intertropical y sont représentés. Néanmoins, les sociétés successives depuis la découverte des Amériques, tout en utilisant les ressources offertes par les écosystèmes du Nouveau Monde, les ont architecturés et les paysages notamment végétaux du présent sont des témoins pertinents de ce processus. L'érosion biologique régulière, consubstantielle à la croissance des productions humaines, reste, encore aujourd'hui, un danger pour le développement de ces territoires : bien des aspects floristiques et faunistiques sont encore inconnus. En quelque sorte, dans cette partie du monde la recherche est " insaturée ". Le colloque de décembre 2005 sur les " Écosystèmes forestiers des Caraïbes " organisé par le Conseil Général de la Martinique et piloté scientifiquement par l'Université des Antilles et de la Guyane (sous la direction de Philippe Joseph), a mis en relief la problématique de la biodiversité des terres qui enserrent la mer des Caraïbes. Et, plus largement, celle de la planète tout entière confrontée au changement climatique et à ses conséquences à long terme sur les milieux anthropisés, singulièrement les modifications des frontières écosystémiques et les espèces envahissantes. La mise en perspective des données obtenues par les chercheurs de champs disciplinaires variés, qui relèvent des sciences exactes, humaines, juridiques et économiques, a fourni une somme importante de connaissances et de méthodes. Celles-ci permettent d'éclairer la décision publique, en particulier pour améliorer les outils de gestion et de planification des forêts caribéennes. Par cette initiative, le Conseil Général de la Martinique, à l'instar de son président, a indiqué la voie qui devrait permettre, à long terme, une conservation et une valorisation de toutes les diversités biologiques. Au regard des modifications climatiques futures, en effet, le potentiel évolutif des bio-systèmes doit être, par tous les moyens, préservé.
