Hong Kong SAR is well placed to address both cyclical and structural challenges with its significant buffers thanks to its long history of prudent macroeconomic policies. Given that the fiscal framework permits deficits during economic downturns, government spending should be increased significantly in the areas of social safety nets, education/retraining, and infrastructure to cope with the cyclical downturn and address structural challenges of insufficient housing and high-income inequality. This should be complemented with measures to ensure fiscal sustainability and greater equity.

This book attempts to answer this question through examining six cases that straddle diverse policy domains. It identifies three explanatory factors, namely, the profile of a policy domain, the structure of societal interest, and the strength of the civil society sector as important in shaping the state’s strategy in managing society, hence its propensity to engage. These factors affect the outcome through dynamic interaction between the state and societal actors. The findings outlined in the book show that the development of civic engagement in Hong Kong consists of both society-led and state-led cases. Society-led development brought about a high degree of openness and inclusiveness, whereas state-led civic engagement practices tended to be tactics utilized by the state for appeasing or depoliticizing civil society. Compared with other Asian regimes, the use of ‘transgressive contention’ as a way to compel the state to engage society is a feature that stands out in the liberal autocratic regime in Hong Kong.

It goes on to discuss the implications of poor governance for legislative elections, civil society and constitutional development, and considers the prospects for the future. It argues that although in the short-term the Hong Kong government has managed to maintain its popular support ratings, in the longer run it is unlikely to be able to maintain its legitimacy in dealing with the fundamental challenges of government unless the current system is replaced by popular election of the government with appropriate institutional capacity and political powers.
