Book excerpt: " The H-2A visa program allows U.S. employers anticipating a shortage of domestic agricultural workers to hire foreign workers on a temporary basis. State workforce agencies and three federal agencies-the Departments of Labor, Homeland Security, and State review applications for such workers. GAO was asked to examine (1) any aspects of the application process that present challenges to agricultural employers, and (2) how federal agencies have addressed any employer challenges with the application process. GAO analyzed Labor and DHS data; interviewed agency officials and employer representatives; and conducted site visits in New York, North Carolina, and Washington. "

Available in PDF, EPUB and Kindle. Book excerpt: In the global era, controversies abound over temporary labour migration; however, it has not previously been subjected to a sustained socio-legal analysis on a comparative basis, critiquing the underpinning concepts conventionally accepted as fundamental in this area. This collection of essays aims to fill that void. Complex regulatory challenges arise from temporary labour migration. This collection examines these challenges and the extent to which temporary labour migration programmes can be ethical, equitable and efficacious and so deliver decent work for workers. Whilst the tendency for migration law to divide labour law's worker-protective mission has been observed before, the authors of the chapters comprising this collection seek not only to interrogate why and how this is so, but to go further in examining the implications and effects of a wide range of regulatory mechanisms on temporary labour migration.

Available in PDF, EPUB and Kindle. Book excerpt: Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Available in PDF, EPUB and Kindle. Book excerpt: More workers are crossing national borders to look for jobs than ever before. Many migrants seek overseas employment with the help of agents or intermediaries. These "merchants of labour" include relatives who finance a migrant's trip, provide housing and arrange for a job abroad; public employment services; and private recruitment agencies. They also comprise an insalubrious underworld of smugglers and traffickers. The agents who recruit and deploy migrant workers are at the heart of the evolving migration infrastructure, i.e. the network of business and personal ties that is creating a global labour market. This book highlights best practices in the activities and regulation of these merchants of labour as well as innovative strategies to protect migrant workers, underlining the contribution of ILO standards. It covers a broad range of national and regional experiences and puts "merchants of labour" in the wider context of changing employment relationships in globalizing labour markets. The papers it contains are an important contribution to understanding a major mechanism facilitating the growth of the migrant labour force.

Two annexes lay out more detail. The first lays out five-year forecasts for each region of the world. The second provides more context on the key global trends in train.

Book excerpt: This volume, which brings together research by leading economists and labor market specialists, examines the role immigrants play in the U.S. workforce, how they fare in good and bad economic times, and the effects they have on native-born workers and the labor sectors in which they are engaged. The book traces the powerful economic forces at play in today's globalized world and includes policy prescriptions for making the American immigration system more responsive to labor market needs. Chapters examine employment outcomes for low-skilled, middle-skilled, and high-skilled workers; assess the economic effects of illegal immigration; trace immigrants' trajectories in the construction, health care, hospitality, and information technology sectors; and detail the impact of immigration in recession and economic expansion. "Immigrants in a Changing Labor Market "is the product of the Migration Policy Institute's (MPI) Labor Markets Initiative, which provides a comprehensive, policy-focused review of the role of immigration in the labor market. The initiative produces detailed policy recommendations on how the United States should rethink its immigration policy in the light of what is known about the economic impact of immigration--bearing in mind the current context of the economic crisis, growing income inequality, concerns about the effect of globalization on U.S. competitiveness, the competition for highly skilled migrants, and demographic and technological change. Contributors include: Jeanne Batalova (MPI), Michael Fix (MPI), Gordon H. Hanson (University of California-San Diego), Harry J. Holzer (Georgetown Public Policy Institute), Pia M. Orrenius (Federal Reserve Bank of Dallas), Demetrios G. Papademetriou (MPI), Giovanni Peri (University of California-Davis), Madeleine Sumption (MPI), and Madeline Zavodny (Institute for the Study of Labor (IZA))

Book excerpt: This important report, Global Trends 2030-Alternative Worlds, released in 2012 by the U.S. National Intelligence Council, describes megatrends and potential game changers for the next decades. Among the megatrends, it analyzes: - increased individual empowerment - the diffusion of power among states and the ascent of a networked multi-polar world - a world's population growing to 8.3 billion people, of which sixty percent will live in urbanized areas, and surging cross-border migration - expanding demand for food, water, and energy It furthermore describes potential game changers, including: - a global economy that could thrive or collapse - increased global insecurity due to regional instability in the Middle East and South Asia - new technologies that could solve the problems caused by the megatrends - the possibility, but by no means the certainty, that the U.S. with new partners will reinvent the international system Students of trends, forward-looking entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades will find this essential reading.
