It reinforces accountability and underpins the legitemacy of local government. It gives a real say to the citizens in the management of their communities and helps deliver better services at a lower cost. In recent years, a wide array of mechanisms of citizen participation has been developed by many European local authorities. However, the distance between the citizens and the government is still growing. The erosion of democratic interest has not stopped yet. How can one respond to this challenge? How can citizen participation be effectively strengthened? How can a local authority learn from its own experience and that of its peers? These are but a few questions which are addressed in the present guide. Starting from concrete examples of three pilot projects implemented with the assistance of the Council of Europe and the financial support of the Irish and Norwegian Governments, the authors of the present guide make an attempt to identify the critical success factors of a working project strengthening citizen participation and formulate recommendations for central government officials, local leadership, national local authority associations and researchers about starting a mutual learning process for municipalities engaged in innovation and experimentation.

Available in PDF, EPUB and Kindle. Book excerpt: This thought-provoking book conceptualizes the importance of civil society and citizenship in building a sustainable and participatory democracy. It considers the ways in which networks and organizations promoting common interests contribute to this mediating space between the public and private spheres, examining the impacts of the diversity of values and attitudes held by these organizations. Taking a normative position, Thomas P. Boje argues for the importance of social justice and civility in an active, liberating, equitable and participatory society. This book concludes with a detailed discussion of the conditions required for a participatory democratic system in which all citizens are involved in the planning, decision-making and implementation of crucial decisions.

Available in PDF, EPUB and Kindle. Book excerpt: “An urgent manifesto for the reconstruction of democratic belonging in our troubled times.” —Davide Panagia Across the world, democracies are suffering from a disconnect between the people and political elites. In communities where jobs and industry are scarce, many feel the government is incapable of understanding their needs or addressing their problems. The resulting frustration has fueled the success of destabilizing demagogues. To reverse this pattern and restore responsible government, we need to reinvigorate democracy at the local level. But what does that mean? Drawing on examples of successful community building in cities large and small, from a shrinking village in rural Austria to a neglected section of San Diego, Reconstructing Democracy makes a powerful case for re-engaging citizens. It highlights innovative grassroots projects and shows how local activists can form alliances and discover their own power to solve problems.

The highlight of the year was the third Summit of Heads of State and Government, held in Warsaw in May 2005, and four main themes emerged from the summit: to further promote common fundamental values (human rights, the rule of law and democracy); to make Europe a safer place by eradicating torture and inhuman and degrading treatment; to eliminate all forms of discrimination thus creating a more inclusive Europe; and to foster co-operation with other international and European organisations and institutions.

Book excerpt: This wide-ranging overview of the processes of democratization in post-Communist Europe, places the transitions in East-Central Europe within a broad European and global context. The authors begin with a introduction to the concept and theories of democracy and then examine the emerging politics of the new democracies to set the post-Communist transitions in longer-term comparative perspective with earlier and existing processes of democratization in Southern Europe, Latin America, and East and Southeast Asia. Finally the politics of EU accession are introduced to place the transitions within the wider context of European integration. Concluding with a summary of recent critiques of modern democracy and looking toward future theories, this text provides a comprehensive introduction to what will remain the key contemporary issue for all students of political science.

Available in PDF, EPUB and Kindle. Book excerpt: The revolutions of 1989 swept away Eastern Europe's communist governments and created expectations on the part of many observers that post-communist media would lead the liberated societies in establishing and embracing democratic political cultures. Peter Gross finds that it was utopian to hold such expectations of the media in societies in transition. On the one hand, those countries' media professionals had all learned their jobs under the communist regimes and could not instantly transform themselves into guides for a politically enabled populace, Gross argues. On the other hand, newcomers to the media world, even those who were notable literary figures, viewed themselves as social and political leaders rather than mere informers and facilitators of the resocialization required to form new democracies. The news media have remained highly politicized and partisan. So how are the media, civil society, and political culture related in societies in transition? And can changes in these relationships be anticipated? To address these questions, Entangled Evolutions examines media in post-1989 Eastern Europe. It studies the effects of privatization of the media, journalists' relations to political figures, institutional structures such as media laws, professional journalistic culture, and the media's relation to their market. Sources include interviews with journalists and politicians, sociological and political data from national surveys, and media audience studies.

Available in PDF, EPUB and Kindle. Book excerpt: Youth participation is not an end in itself, but a means of achieving positive changes in young people’s lives and of building better democratic societies. Participation is a fundamental human right recognised, among others, in the Universal Declaration of Human Rights and the Convention on the Rights of the Child. Participation is also a core principle of human rights and is a condition for effective democratic citizenship for all people. The aim of the Council of Europe’s youth policy is to provide young people with equal opportunities and experience which enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society. Youth participation is at the core of youth policy in the Council of Europe, which includes co-management as a form of sharing power with youth representatives. Youth participation is promoted across the various sectors of the Council of Europe. The revised European Charter on the Participation of Young People in Local and Regional Life, adopted in May 2003 by the Congress of Local and Regional Authorities of the Council of Europe, is a standard-setting instrument for youth participation. It supports young people, youth workers, youth organisations and local authorities in promoting and enhancing meaningful youth participation at local and regional level across Europe. The manual “Have your say!” was produced to support local and regional authorities, youth organisations and young people who want to give young people a real say for a meaningful democratic youth participation. According to the Charter, participation is about having the right, the means, the space and the opportunity and, where necessary, the support to participate in and influence decisions and engage in actions and activities so as to contribute to building of a better society. The manual “Have your say!” is an educational and practical tool to support all those committed to making that right a reality for more young people in the Council of Europe member states.
