Available in PDF, EPUB and Kindle. Book excerpt: In Life, Fish and Mangroves, Melissa Marschke explores the potential of resource governance, offering a case study of resource-dependent village life. Following six households and one village-based institution in coastal Cambodia over a twelve-year period, Marschke reveals the opportunities and constraints facing villagers and illustrates why local resource management practices remain delicate, even with a sustained effort. She highlights how government and business interests in community-based management and resource exploitation combine to produce a complex, highly uncertain dynamic. With this instructive study, she demonstrates that in spite of a significant effort, spanning many years and engaging many players, resource governance remains fragile and coastal livelihoods in Cambodia remain precarious.

Book excerpt: Beyond previous more simplistic approaches, this book takes a giant step towards understanding and translating into people-centered policies the actual position and complexity of fish production in Southeast Asian economies. Tackling how fi sheries and aquaculture are embedded in local and household economies and linked through dynamic supply chains to more distant, even global markets, the book makes essential policy and analytical recommendations. SEARCA and ISEAS have made a major contribution to the intellectual debate and action agenda for Southeast Asian fisheries. --Dr Meryl Williams, Chair of the Commission of the Australian Centre for International Agricultural Research.

The document has three parts. Part 1 contains guidelines for meeting the credit and microfinance needs in inland capture fisheries development and conservation in Asia. Part 2 contains reports of the proceedings and recommendations of two regional workshops held in 2004 and 2006, from which the guidelines evolved. Part 3 of the document consists of case studies and success stories on: the rehabilitation of inland fisheries and on the access to and utilization of credit and microfinance services with reference to the rehabilitation and development of inland fisheries at Lake Taihu and Lake Luoma in China; management challenges in riverine fisheries along River Ganga and prospects of inland fisheries development in West Bengal and Assam in India; livelihoods at Lake Inlay in Southern Shan State in Myanmar; fishery policy reform and aquaculture development in Cambodia; and community-based rehabilitation and management of fishery resources at river Kinabatangan in Sabah, Malaysia.

Book excerpt: During the last decade, there has been a shift in the governance and management of fisheries to a broaderapproach that recognizes the participation of fishers, local stewardship, and shared decision-making.Through this process, fishers are empowered to become active members of the management team, balancing rights and responsibilities, and working in partnership with government. This approach iscalled co-management.This handbook describes the process of community-based co-management from its beginning, throughimplementation, to turnover to the community. It provides ideas, methods, techniques, activities, checklists, examples, questions and indicators for the planning and implementing of a process of community-basedco-management. It focuses on small-scale fisheries (freshwater, floodplain, estuarine, or marine) indeveloping countries, but is also relevant to small-scale fisheries in developed countries and to themanagement of other coastal resources (such as coral reefs, mangroves, sea grass, and wetlands). Thishandbook will be of significant interest to resource managers, practitioners, academics and students ofsmall-scale fisheries.

Book excerpt: There is growing evidence at the global level of the role that fisheries and social protection policies can jointly play in combating poverty and hunger, whilst simultaneously promoting sustainable natural resources management. The Coherence between social protection and fisheries policies Diagnostic Tool provides practical instruments for assessing the coherence between fisheries policies and social protection at country level. It helps to identify and map the scope and nature of links between fisheries policies and social protection interventions within selected countries, including supportive and constraining factors; and understand people’s experiences and perceptions of these links and how the links (or lack thereof) affect their livelihoods. The Diagnostic Tool provides the basis for identifying options for strengthening coherence, including the methodology and interview guides to be applied to country-specific contexts.

Book excerpt: Conflict management is an intrinsic element of natural resource management, and becomes increasingly important amid growing pressure on natural resources from local uses, as well as from external drivers such as climate change and international investment. If policymakers and practitioners aim to truly improve livelihood resilience and reduce vulnerabilities of poor rural households, issues of resource competition and conflict management cannot be ignored. This synthesis report summarizes outcomes and lessons from three ecoregions: Lake Victoria, with a focus on Uganda; Lake Kariba, with a focus on Zambia; and Tonle Sap Lake in Cambodia. Partners used a common approach to stakeholder engagement and action research that we call “Collaborating for Resilience.” In each region, partners assisted local stakeholders in developing a shared understanding of risks and opportunities, weighing alternative actions, developing action plans, and evaluating and learning from the outcomes. These experiences demonstrate that investing in capacities for conflict management is practical and can contribute to broader improvements in resource governance.

Book excerpt: 'This is clearly a book with great breadth and diversity... a valuable addition to the literature about east and southeast Asia.' T Forsyth, Development Studies Institute London School of Economics and Political Science, in Land Degradation and Development As their economies and populations expand, almost all Asian countries are experiencing profound ecological problems at the national, regional and global level; be it air pollution in rapidly growing cities, trans-boundary water pollution or climate change. While the countries of East and Southeast Asia are the victims of environmental change, they are also complicit in causing it at home and abroad. As these countries move towards international environmental cooperation, a central issue becomes the vital connection between foreign policy and environmental problems. Foreign policy is about pursuing and promoting national interests, however it is not always clear what a country's national interests are or ought to be, particularly with regard to complex international ecological issues. On top of this, it is almost always debatable how best to promote them. Confronting Environmental Change in East and Southeast Asia is a collection of concise, hard-hitting essays by a group of international experts and scholars that address these complex issues. The book takes foreign policy considerations into account in its analyses of how states and other actors in East and Southeast Asia confront environmental change through international cooperation and environmentally sustainable development. The first part of the book examines many of the actors, institutions and forces shaping environmental diplomacy and foreign policy in East Asia, with a focus on China and Japan. The second part of the book takes a deeper look at the relationships between ecological politics, international relations and environmentally sustainable development in East and Southeast Asia. Several chapters in the second part focus on how environmental foreign policies impact countries in the region as they endeavour to implement environmentally sustainable development. Together, the analysis and case studies in this volume illuminate how environmental change is confronted - or not - in East and Southeast Asia, with a host of important insights for researchers, governments, policy-makers, conservationists and business people dealing with the profound environmental problems facing the region.

Available in PDF, EPUB and Kindle. Book excerpt: Cambodia's economic performance over the past decade has been impressive, and poverty reduction has made significant progress. In the 2000s, the contribution of agriculture and agro-industry to overall economic growth has come largely through the accumulation of factors of production---land and labor---as part of an extensive growth of activity, with productivity modestly improving from very low levels. Despite these generally positive signs, there is justifiable concern about Cambodia's ability to seize the opportunities presented. The concern is that the existing set of structural and institutional constraints, unless addressed by appropriate interventions and policies, will slow down economic growth and poverty reduction. These constraints include (i) an insecurity in land tenure, which inhibits investment in productive activities; (ii) low productivity in land and human capital; (iii) a business-enabling environment that is not conducive to formalized investment; (iv) underdeveloped rural roads and irrigation infrastructure; (v) a finance sector that is unable to mobilize significant funds for agricultural and rural development; and (vi) the critical need to strengthen public expenditure management to optimize scarce resources for effective delivery of rural services.
