Book excerpt: One of the more significant recommendations to emerge from UNCED in 1992 was the call in Agenda 21 for countries to develop and implement national sustainable development strategies. Most countries have responded to this challenge. However many countries also have a long history of drawing up planning exercises at this level to deal with environmental problems. 'Green planning' is now used as a shorthand term for a range of such national-level planning initiatives covering both sustainable development and environmental concerns, and countries from the North and the South can benefit from a pooling of knowledge. Getting to Grips with Greens Plans presents a cogent analysis of industrial countries' experiences in this area, drawing out lessons and observations from broad empirical experience. Part 1 provides an overview of national green planning, reviewing its origins and scope, identifying popular approaches and common processes, highlighting important issues such as participation, the influence of domestic politics, and the track record of more ambitious regional plans, and comparing approaches in developed and developing countries. Part 2 goes on to present a series of detailed case studies, drawn largely from interviews with key individuals responsible for coordinating national green planning processes. These cases come from a range of Western and Eastern European countries, the US and Canada, and Australia and New Zealand. Some of these case studies show impressive records of achievement, whilst others demonstrate potential stumbling blocks. All demonstrate the difficulty of putting the concept of sustainable development into practice Barry Dalal-Clayton is director of the Environmental Planning Group at the International Institute for Environment and Development, London. In recent years, Dr Dalal Clayton has been deeply involved in analyzing approaches to national sustainable development strategies and environmental action plans in many countries, and in advising governments and international agencies in this field. Book excerpt: Challenging the conventional wisdom that French environmentalism can be dated only to the post-1945 period, Caroline Ford argues that a broadly shared environmental consciousness emerged in France much earlier. Natural Interests unearths the distinctive features of French environmentalism, in which a large and varied cast of social actors played a role. Besides scientific advances and colonial expansion, nostalgia for a vanishing pastoral countryside and anxiety over the pressing dangers of environmental degradation were important factors in the success of this movement. Over the nineteenth and twentieth centuries, war, political upheaval, and natural disasters—especially the devastating floods of 1856 and 1910 in Paris—caused growing worry over the damage wrought by deforestation, urbanization, and industrialization. The natural world took on new value for France’s urban bourgeoisie, as both a site of aesthetic longing and a destination for tourism. Not only naturalists and scientists but politicians, engineers, writers, and painters took up environmental causes. Imperialism and international dialogue were also instrumental in shaping environmental consciousness, as the unfamiliar climates of France’s overseas possessions changed perceptions of the natural world and influenced conservationist policies. By the early twentieth century, France had adopted innovative environmental legislation, created national and urban parks and nature reserves, and called for international cooperation on environmental questions.

Popp, Chairman of the Board of Directors of Research Centre Karlsruhe (FZK) Ten years ago, in 1985, TNO initiated the First Conference on Contaminated Soil in Utrecht. At that time, a rather complete inventory of suspected contaminated sites existed in The Netherlands. Time had come to consider further actions for investigations, evaluation and remediation. This concern has been spreading ever since to other European countries and throughout the world. In particular, German scientists and authorities soon recognized the significance of this problem, and consequently joined TNO in organizing and funding a forum for discussions in a series of conferences. Following three venues in German cities, the 5th conference in Maastricht, a Dutch as well as a European city, marks the increasing interest in the international scientific and political community. Application of the concept of sustainable development to soil as an essential element of human existence requires an answer to the question how to meet the needs of today's generation without impairing the possibilities of mankind in the future. As we do not know the needs of the future, especially regarding the functional requirements of soil use, we can hardly do better than starting from the present priorities. This can not mean to guarantee the quality of soil functions everywhere at any time.

This need for "sustainable development" is and more by the responsible parties. Moreover, in the being recognised more search for solution strategies the realisation is gaining ground that tourism must be viewed as a worldwide phenomenon whose development must be co-ordinated in a co-operative effort spanning regions and continents. That the preservation of biological diversity also requires global co operation has been confirmed by over 170 countries which have already acceded to the "Convention on Biological Diversity". It is thus an important task to provide the foundations for joint action. Germany, one of the largest source countries of international tourism, must feel particularly obligated in this regard. The report published here is the result of a research project com missioned by the German Federal Agency for Nature Conservation. The study pursued and examined the thesis that the Convention on Biological Diversity be used as a central instrument for arriving at international principles and regulations for combining nature conservation and tourism which could lead to a sustainable development of tourism. To further the discussion, the authors brought the study to a logical conclusion by working out a proposal for a "tourism protocol" additional to the existing Convention on Biodiversity. Such a protocol additional to the Convention would entail the stipulation of internationally binding implementation and regulations for achieving sustainable tourism.
