Après un premier essai réalisé en l'an 2000 à l'occasion de la préparation du centenaire de sa loi du 1er juillet sur le contrat d'association - texte très libéral qui en a inspiré de nombreux autres, en Europe, en Amérique latine et en Afrique Francophone -, le gouvernement français a entrepris d'élaborer un indicateur de la mise en œuvre d'un droit unanimement considéré comme fondamental, le droit d'association : il conditionne les libertés d'expression, de conscience et syndicale, le droit à un procès équitable, et plus généralement la participation à la vie démocratique. A pour cela été construite une grille d'analyse en huit critères, appliquée à quelque 183 pays, dont la France. Elle a été nourrie d'informations puisées à des sources plurielles. Les principales sont la législation, la réglementation et les rapports d'organisations intergouvernementales, de gouvernements et d'ONG. Ce Guide de la liberté associative dans le monde a pour objectif d'alerter sur les déviances et les violations, lorsqu'elles existent, ainsi que de fournir des outils comparatifs permettant aux gouvernements, sociétés civiles et acteurs de la coopération internationale de travailler ensemble à l'amélioration de l'effectivité du droit d'association.Il vise à donner à tous les défenseurs des droits de l'Homme des armes juridiques leur permettant de poursuivre leur travail inestimable. Il examine notamment ce que signifie la périlleuse substitution, dans de nombreux pays, du concept d'ONG à celui d'association.

Book excerpt: Examining how the rise of book illustration affected the historic hegemony of the word, Keri Yousif explores the complex literary and artistic relationship between the novelist Honoré de Balzac and the illustrator J. J. Grandville during the French July Monarchy (1830-1848). Both collaborators and rivals, these towering figures struggled for dominance in the Parisian book trade at the height of the Romantic revolution and its immediate aftermath. Both men were social portraitists who collaborated on the influential encyclopedic portrayal of nineteenth-century society, Les Français peints par eux-mêmes. However, their collaboration soon turned competitive with Grandville's publication of Scènes de la vie privée et publique des animaux, a visual parody of Balzac's Scènes de la vie privée. Yousif investigates Balzac's and Grandville's individual and joint artistic productions in terms of the larger economic and aesthetic struggles within the nineteenth-century arena of cultural production, showing how writers were forced to position themselves both in terms of the established literary hierarchy and in relation to the rapidly advancing image. As Yousif shows, the industrialization of the illustrated book spawned a triadic relationship between publisher, writer, and illustrator that transformed the book from a product of individual genius to a cooperative and commercial affair. Her study represents a significant contribution to our understanding of literature, art, and their interactions in a new marketplace for publication during the fraught transition from Romanticism to Realism.
