Available in PDF, EPUB and Kindle. Book excerpt: The gender equality duty came into force on 6 April 2007. This is the result of the amendment of the Sex Discrimination Act 1975 by the Equality Act 2006 (ISBN 9780105403067), and it places a statutory duty on all public authorities, when carrying out their functions, to have due regard to the need to eliminate unlawful discrimination and harassment, and to promote equality of opportunity between men and women. The duty is intended to address the fact that, despite 30 years of individual legal rights to sex equality, there is still widespread discrimination and persistent gender inequality. This code of practice gives practical guidance to public authorities on how to meet the legal requirements of the general duty, and the specific duties required of certain authorities by the Sex Discrimination Act 1975 (Public Authorities) (Statutory Duties) Order 2006 (SI 2006/2930, ISBN 9780110752822).

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume presents critical scholarship analysing governance practices in diverse jurisdictions in Europe and North America, at multiple scales, and in relation to several different arenas of policy and practice. The contributors address shortcomings in the mainstream literature on governance within the discipline of political science. The volume as a whole is marked by geographical and topical diversity. However, what the individual chapters have in common is that each considers whether and how gender, racialized identity, and/or other axes of marginalization are visible within the conceptualizations and/or practices of governance under discussion. Drawing together insights and conceptual tools from both feminist and post-structuralist frameworks in analysing governance practices, this volume will be of great interest to scholars and graduates who engage with feminist and/or post-structural analysis of policy and governance. It will also be of use to critical policy scholars in anthropology, geography, sociology, and women’s studies.

Available in PDF, EPUB and Kindle. Book excerpt: In 2007, the Corston Report recommended a far-reaching, radical, ‘women-centred’ approach to women’s imprisonment in England and Wales. It suggested a ‘fundamental re-thinking’ about how services to support women in conflict with the law are delivered in custody and in the community, recommending the development and implementation of a decarceration strategy. This argued for appropriate treatment programmes in the community, reserving prison for only those women who commit serious and violent offences. Ten years on, what progress has been made? What is the relationship between Corston’s vision and a more radical abolitionist agenda? Drawing on a range of international scholarship, this book contributes to the critical discourse on the penal system, human rights, and social injustice, revealing the consequences of imprisonment on the lives of women and their families. A decade on from Corston's publication, it critically reviews her report, revealing the slow progress in meeting the reforms it proposed. Identifying the significant barriers to change, it questions the failure to reverse the unrelenting growth of the women’s prison population or to transform state responses to women’s offending. Reflecting the global expansion of women’s imprisonment, particularly marked in advanced democratic societies, the chapters include comparative contributions from jurisdictions where Corston’s recommendations have relevance. It concludes with a critical appraisal of reformism and the case for penal abolition. Essential for applied and theory courses on prisons, punishment, and penology; social justice and the criminology of human rights; gender and crime; and feminist criminology.

Available in PDF, EPUB and Kindle. Book excerpt: Equality of opportunity is a contested concept. It evokes strong emotions from proponents and opponents alike. Enduring issues of inequality and discrimination mean that it remains at the forefront of political priorities in the twenty-first century. Traditional analyses tend to focus on developments at the level of the unitary state or European Union. In contrast, this book underlines the salience of multi-level governance and offers the first detailed comparative analysis of contemporary efforts to promote equality of opportunity in the wake of constitutional reform in the UK. It presents a summary of social theory on equalities in relation to gender, and a full range of social groups and identities - such as disability, ethnicity, sexual orientation and age. It outlines the contemporary evidence base relating to patterns and processes of inequality in the 'devolved' nations. A 'governance perspective' is also advanced; one that details how constitutional law establishing the devolved legislatures contains equality clauses that enable and empower government to promote equality in public policy and law. Analysis reveals the development of distinctive regulatory structures and equalities policy lobbies in each territory. Overall, this volume charts the development of divergent legal rights and public policy on the promotion of equality in the wake of constitutional reform in the UK. Notwithstanding ongoing challenges, it is argued that the move to quasi-federalism is significant for it marks a shift from the predominant, centralised administration of social policy witnessed throughout the twentieth century, to divergent approaches designed to address contrasting socio-economic patterns and processes in Wales, Scotland and Northern Ireland.
