Book excerpt: This report is a guide for airport operators on effective procedures for using air quality models in combination with on-site measurement equipment to prepare a comprehensive assessment of air pollutant concentrations in the vicinity of airports. It is designed to help practitioners generate information desired by local communities as they seek to develop more detailed local air quality assessments as well as respond to regulatory needs, including those of the National Environmental Policy Act (NEPA). The guide provides in-depth information on the capabilities and limitations of modeling and measurement tools, adding to an increasing knowledge base concerning preparation of air quality assessments near airports. Starting with the Federal Aviation Administration's (FAA) regulatory EDMS/AEDT, it describes how best to use available models, in combination with potential on-site monitoring programs, to conduct air quality assessments. Detailed information on the monitoring campaigns and modeling assessments is included in a set of appendices that accompany the guide. The appendices (available in CRP-CD-115) describe the models tested and the various equipment used to collect data, the rationale behind the selection of Washington Dulles International Airport as a case study application, and the components and steps involved in the measurement campaigns, and include an assessment of the various model outputs--

Book excerpt: This book embarks on a contemporary analysis of the interaction of economics and law relating to air transport, delving into the major issues that plague the industry. It shows how some of the thorny and frustrating issues could be approached sensibly. Among the issues discussed are the anomaly of exponential growth of air transport which makes airline profitability continue to be poor; the legislative impediments in most countries that preclude direct foreign investment in the industry; the confounding and muddled mess behind the economics of aircraft engine emissions; and the inexplicable reality that, although civil aviation is primarily meant to meet the needs of the people of the world, State regulators have upended the equation and given priority to national interests over the interests of the passenger. The book will be of interest to economists and lawyers alike who deal with air transport issues, and also to academics and students in the area of transportation as well as regulators and airlines.

Book excerpt: The flying public, airlines, and governments will all agree on one date that changed commercial flying: that was September 11, 2001. The first edition of Aviation Law: Cases, Laws and Related Sources, described early consequences of that event, particularly compensation of victims and early tightening of aviation security. Subsequently laws and regulations affecting all aspects of aviation changed so rapidly that it became difficult to set a cut-off date for the second edition. The rapid flow of events made an update urgent. Several gaps in the materials of the first edition became evident as the book was used. The authors filled those gaps, pruned old materials and added much new material describing not only the later developments, but also evolving economics and flight technology. The objective of the case book is to offer a basic handbook for air law practitioners providing them with a starting point for almost any subject they may encounter. For example, a lawyer specializing in liability law will quickly be able to find basic materials on the International Civil Aviation Organization (ICAO), air carrier licensing, FAA certification, and labor law. The book continues to present aviation law from the American point of view. Thus the book will be valuable for foreign air lawyers who are guiding foreign airlines in service to the very important North American pool of air traffic. The book also explains the international scene to American air lawyers so that they may guide their clients who provide foreign service. New chapters on liability for cargo damage and for ground damages have been added and new materials on the legal rights of lessors, successors, actual carriers and code-shares. A chapter on environmental regulation of aviation noise and emissions is also new. All the main subjects listed in the first edition are significantly updated. The three authors are veteran transportation lawyers and continue their activities in this field.

Book excerpt: Each new generation of commercial aircraft produces less noise and fewer emissions per passenger-kilometer (or ton-kilometer of cargo) than the previous generation. However, the demand for air transportation services grows so quickly that total aircraft noise and emissions continue to increase. Meanwhile, federal, state, and local noise and air quality standards in the United States and overseas have become more stringent. It is becoming more difficult to reconcile public demand for inexpensive, easily accessible air transportation services with concurrent desires to reduce noise, improve local air quality, and protect the global environment against climate change and depletion of stratospheric ozone. This situation calls for federal leadership and strong action from industry and government. U.S. government, industry, and universities conduct research and develop technology that could help reduce aircraft noise and emissions-but only if the results are used to improve operational systems or standards. For example, the (now terminated) Advanced Subsonic Technology Program of the National Aeronautics and Space Administration (NASA) generally brought new technology only to the point where a system, subsystem model, or prototype was demonstrated or could be validated in a relevant environment. Completing the maturation process-by fielding affordable, proven, commercially available systems for installation on new or modified aircraft-was left to industry and generally took place only if industry had an economic or regulatory incentive to make the necessary investment. In response to this situation, the Federal Aviation Administration, NASA, and the Environmental Protection Agency, asked the Aeronautics and Space Engineering Board of the National Research Council to recommend research strategies and approaches that would further efforts to mitigate the environmental effects (i.e., noise and emissions) of aviation. The statement of task required the Committee on Aeronautics Research and Technology for Environmental Compatibility to assess whether existing research policies and programs are likely to foster the technological improvements needed to ensure that environmental constraints do not become a significant barrier to growth of the aviation sector.

Book excerpt: This book delves into corporate governance, sustainability, and information systems related to the aviation sector. Due to globalization and rise in cross-border business, the aviation sector has become an essential means of transport. However, the industry has tremendous impact on social, economic, and natural environments and carries significant risks. The book explores such issues plaguing the aviation sector under three key areas: CSR and sustainability, information systems and risk management, and corporate governance and accountability in the airline industry. The book concludes with an analysis of the impact of COVID-19 crisis on the industry and ways to respond and recover from the effects of the pandemic.

Book excerpt: Collaboration between the federal government and the aviation industry has led to reductions in aviation emissions, but growing air traffic has partially offset these reductions. The Federal Aviation Administration (FAA), together with the National Aeronautics and Space Administration (NASA), the Environmental Protection Agency (EPA), and others, is working to increase the efficiency, safety, and capacity of the national airspace system and at the same time reduce aviation emissions, in part, by transforming the current air traffic control system to the Next Generation Air Transportation System (NextGen). This effort involves new technologies and air traffic procedures that can reduce aviation emissions and incorporates research and development (R & D) on emissions-reduction technologies. Reducing aviation emissions is important both to minimize their adverse health and environmental effects and to alleviate public concerns about them that could constrain the expansion of airport infrastructure and aviation operations needed to meet demand. This testimony addresses (1) the scope and nature of aviation emissions, (2) the status of selected key federal efforts to reduce aviation emissions, and (3) next steps and challenges in reducing aviation emissions. The testimony updates prior GAO work with FAA data, literature reviews, and interviews with agency officials, industry and environmental stakeholders, and selected experts.

Book excerpt: This book encapsulates in detail the principles pertaining to legal and regulatory aspects of aerodromes. As the title denotes, it discusses the various aspects of the structure and functioning of an aerodrome and the complexities involved. It focuses on the law and regulation of aerodrome certification and planning, aerodrome services, financial and economic planning, security, management and governance. The airport industry is one of the fastest growing within the aviation industry, requiring innovation and creativity in management. This in turn has called for an increased focus on advanced management programmes for airport managers and lawyers. The Airport Management Professional Accreditation Programme (AMPAP) offered worldwide by the International Civil Aviation Organization and Airports Council International, and the Angkasa Pura II Airport Management Excellence Programme of Indonesia are two such initiatives which give airport professionals a sound grounding on the principles and techniques of management and law.
