Available in PDF, EPUB and Kindle. Book excerpt: This synthesis presents information on current practices used by transportation agencies to complete the transportation development process (TDP). This process involves linking the planning, project development, environmental, design, construction, operations, and maintenance aspects of the overall transportation program. The purpose of the TDP is to implement a seamless process in which all these elements come together and in which there is continuous public involvement. This report will be of interest to regional and state transportation, planning, and environmental agencies who participate in the TDP and who are involved in both the development and policy aspects of the TDP. This report of the Transportation Research Board describes the history of the TDP, as well as the federal requirements that must be met under both transportation and environmental regulations. This process is made more complex by state and local regulations that must be observed in most jurisdictions. Throughout this process, as carried out by the state transportation agencies and the metropolitan planning organizations, there is continuous public involvement. Other programs, such as the transportation implementation plan, state transportation implementation plan, and environmental programs such as the National Environmental Policy Act, the Clean Air Act Amendments of 1990, and requirements of other environmental laws must be integrated into the TDP. The complexities of this process are described, and some unique approaches to meeting its demands are presented.

Book excerpt: This report documents and presents the research approach used in the development of the guidelines for the Public Transportation Facilities and Equipment Management System (PTMS). The research agency conducted a representative survey of stakeholders who are involved in developing a PTMS in various states, and combined this information with the latest advances in facilities management systems to develop a set of guidelines appropriate to states and transit agencies of all modes and scales. A step by step procedure for developing a PTMS is outlined in the guidelines, along with additional industry sources for measures and standards, and examples of analytical methods for evaluating the data collected.

Book excerpt: Transportation conformity is required under the Clean Air Act (CAA) Section 176(c) to ensure that Federally-supported transportation activities are consistent with (“conform to”) the purpose of a State Implementation Plan (SIP). Transportation conformity establishes the framework for improving air quality to protect public health and the environment. Conformity to the purpose of the SIP means Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) funding and approvals are given to highway and transit activities that will not cause new air quality violations, worsen existing air quality violations, or delay timely attainment of the relevant air quality standard, or any interim milestone. This Guide was prepared to help State and local officials understand transportation conformity and how conformity requirements relate to transportation investments in their communities. Specifically, the implications of conformity on metropolitan transportation plans, transportation improvement programs (TIPs), and transportation projects are discussed. The Guide provides overview information on the major elements of the conformity process and provides answers to basic questions. Several exhibits are included in the Guide to illustrate key elements of the conformity process. Appendices are also included that discuss the health effects of pollutants, options to reduce on-road mobile source emissions, and resource agency contacts.

Available in PDF, EPUB and Kindle. Book excerpt: Viewing transportation through the lens of current social, economic, and policy aspects, this four-volume reference work explores the topic of transportation across multiple disciplines within the social sciences and related areas, including geography, public policy, business, and economics. The book’s articles, all written by experts in the field, seek to answer such questions as: What has been the legacy, not just economically but politically and socially as well, of President Eisenhower’s modern interstate highway system in America? With that system and the infrastructure that supports it now in a state of decline and decay, what’s the best path for the future at a time of enormous fiscal constraints? Should California politicians plunge ahead with plans for a high-speed rail that every expert says—despite the allure—will go largely unused and will never pay back the massive investment while at this very moment potholes go unfilled all across the state? What path is best for emerging countries to keep pace with dramatic economic growth for their part? What are the social and financial costs of gridlock in our cities? Features: Approximately 675 signed articles authored by prominent scholars are arranged in A-to-Z fashion and conclude with Further Readings and cross references. A Chronology helps readers put individual events into historical context; a Reader’s Guide organizes entries by broad topical or thematic areas; a detailed index helps users quickly locate entries of most immediate interest; and a Resource Guide provides a list of journals, books, and associations and their websites. While articles were written to avoid jargon as much as possible, a Glossary provides quick definitions of technical terms. To ensure full, well-rounded coverage of the field, the General Editor with expertise in urban planning, public policy, and the environment worked alongside a Consulting Editor with a background in Civil Engineering. The index, Reader’s Guide, and cross references combine for thorough search-and-browse capabilities in the electronic edition. Available in both print and electronic formats, Encyclopedia of Transportation is an ideal reference for libraries and those who want to explore the issues that surround transportation in the United States and around the world.
