Book excerpt: The CEH's Report has been structured in accordance with the objectives and terms of the mandate entrusted to it by the Parties to the Guatemalan peace process as expressed in the Accord of Oslo, signed in Norway, on 23 June 1994. The report begins with a description of the mandate and the methodology it followed in carrying out its work, and subsequently enters into an examination of the causes and origins of the internal armed confrontation, the strategies and mechanisms of the violence and its consequences and effects. The conclusions are then presented and are followed by recommendations, the third component of the CEH's mandate. Finally, there are annexes that include the findings on specific illustrative cases of the events of the past; a listing with a brief description of each and every case presented to the Commission; and various other elements utilised in the fulfillment of the mandate.

Download or read book Quiet Genocide written by Etelle Higonnet and published by Transaction Publishers. This book was released on 2011-12-31 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: Quiet Genocide reviews the legal and historical case that genocide occurred in Guatemala in 1981-1983. It includes the full text of the genocide section of a United Nations sponsored Commission on Historical Clarification in Guatemala (CEH), brokered by the UN. In its final report, the CEH's rigorously reviewed abuses throughout the whole country. However, the memory of the Guatemalan dirty war, which predated the genocide and continued for over a decade of the heightened killing, has rapidly faded from international awareness. The book renders a historical picture of the 1948 Genocide Convention and its unique status in international law. It reminds readers of the difficulty of preventing and punishing genocide as illustrated by the ongoing tragedy of Darfur; anddiscusses the evolution of international and hybrid tribunals to prosecute genocide along with war crimes and crimes against humanity. Then, it sketches a brief history of Guatemala with a focus on genocide It explores how internal and global politics were an expression of structural violence, designed to ensure cheap, abundant, and quiescent Indian labor for coffee planters.á The volume provides the commission's general considerations, legal definitions, methodology, period of analysis, and victim groups, and finds that genocide had been perpetrated against five indigenous Guatemalan groups. By translating the genocide argument of the CEH into English and framing it in a lively, accessible way, this volume recovers the past, sets the record straight, and promotes accountability. This exploratory effort provides insight into the world of transitional justice and truth commissions, and valuable insights about how to engage with the question of genocide in the future. These findings shed light on a crucial and dark chapter of trans-American Cold War history, and will thus be of interest not only to scholars focused on Guatemala, but also on Central America and even more broadly, on the Cold War.
Download or read book Paper Cadavers written by Kirsten Weld and published by Duke University Press. This book was released on 2014-03-21 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Paper Cadavers, an inside account of the astonishing discovery and rescue of Guatemala's secret police archives, Kirsten Weld probes the politics of memory, the wages of the Cold War, and the stakes of historical knowledge production. After Guatemala's bloody thirty-six years of civil war (1960–1996), silence and impunity reigned. That is, until 2005, when human rights investigators stumbled on the archives of the country's National Police, which, at 75 million pages, proved to be the largest trove of secret state records ever found in Latin America. The unearthing of the archives renewed fierce debates about history, memory, and justice. In Paper Cadavers, Weld explores Guatemala's struggles to manage this avalanche of evidence of past war crimes, providing a firsthand look at how postwar justice activists worked to reconfigure terror archives into implements of social change. Tracing the history of the police files as they were transformed from weapons of counterinsurgency into tools for post-conflict reckoning, Weld sheds light on the country's fraught transition from war to an uneasy peace, reflecting on how societies forget and remember political violence.
Book Synopsis Truth, Silence and Violence in Emerging States by : Aidan Russell
Download or read book Truth, Silence and Violence in Emerging States written by Aidan Russell and published by Routledge. This book was released on 2018-10-31 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: Around the world in the twentieth century, political violence in emerging states gave rise to different kinds of silence within their societies. This book explores the histories of these silences, how they were made, maintained, evaded, and transformed. This book gives a comprehensive view of the ongoing evolutions and multiple faces of silence as a common strand in the struggles of state-building. It begins with chapters that examine the construction of "regimes of silence" as an act of power, and it continues through explorations of the ambiguous limits of speech within communities marked by this violence. It highlights national and transnational attempts to combat state silences, before concluding with a series of considerations of how these regimes of silence continue to be extrapolated in the gaps of records and written history. This volume explores histories of the composed silences of political violence across the emerging states of the late twentieth century, not solely as a present concern of aftermath or retrospection but as a diachronic social and political dimension of violence itself. This book makes a major original contribution to international history, as well as to the study of political terror, human rights violations, social recovery, and historical memory.
