Book excerpt: Globalizations from Below uses a Constructivist International Relations approach that emphasizes the centrality of normative power to analyze and compare the four globalizations ‘from below.’ These are: (1) the counter-hegemonic globalization represented by the ‘movement of movements’ of alter-globalization transnational social activists, who try to put an end to the Neoliberal nature of the Western-centered globalization ‘from above’; (2) the non-hegemonic globalization enacted by ‘ant traders’ that are part of the transnational informal economy; (3) the partially similar Chinese-centered globalization, whose entrepreneurial migrants are strongly influenced and instrumentalized by the Chinese state; and (4) the first wave globalization ‘from below’ that paralleled (and outlived) the 1870–1914 globalization ‘from above.’ This book identifies their common features and uses them to define the concept of globalization ‘from below’ as a set of socio-economic or socio-political processes that involve large transnational flows of people, goods, and/or ideas characterized at least in part by informality. They are enacted by entrepreneurial or activistic individuals who either take advantage of the normative power of the hegemon at the origin of an international order and an associated globalization ‘from above,’ or – explicitly or implicitly – transgress, contest, and try to redefine dominant economic, legal, political, and socio-cultural norms, thus challenging the existing international order and globalization ‘from above.’ By constructing a unified theoretical framework, this book attempts to open a new field of interdisciplinary research that should take globalizations ‘from below’ out of their current scholarly marginality. Asked if he believed the lawsuit was an effort by the Chinese government to stop the publication of his book, Mr. Hamilton said: “I have no evidence of that, although it should be noted that the Chinese government has used lawfare in the past.” Lawfare is the use of legal action as part of a campaign against a target. Governments around the world are in the early stages of a repositioning of power, as China rises and the United States is drawn into direct competition. However, some are beginning to wonder whether, for all of the economic benefits, engaging with China carries unseen dangers. The Chinese Communist Party is now determined to reshape the world in its image. The party is not interested in democracy. It divides the world into those who can be won over and enemies. They have already lured many leaders to their corner; others are weighing up a devil's bargain. Through its exercise of ‘sharp power,’ the party is weakening global institutions, aggressively targeting individual corporations, and threatening freedom of expression from the arts to academia. At the same time, security services are increasingly worried about incursions into our communications infrastructure. Indeed, the vaunted Great Firewall is a temporary measure, only necessary until the party has transformed the global conversation. In December 2019, the CCP's obsession with social control led it to suppress expert warnings about the coronavirus outbreak in Wuhan. Most alarming for the West was the active collaboration of the WHO in spreading the CCP's version of events. It was a shocking example of the widespread co-optation of global institutions by the CCP, as described in Hidden Hand. As soon as Beijing thought it had the virus under control, it began a global propaganda blitz, presenting China's authoritarian system as a model for the rest of the world. With British Hong Kong and French Indochina on its northern and western shores, the ‘Asian Mediterranean’ was for almost a century a crucible of power and an axis of economic struggle for coastal shipping companies from various nations. Merchant steamers shipped cargoes and passengers between ports of the region. Hong Kong, the global port city, and the colonial ports of Saigon and Haiphong developed into major hubs for the flow of goods and people, while Guangzhouwan survived as an almost forgotten outpost of Indochina. While previous research in this field has largely remained within the confines of colonial history, this book uses the examples of French and German companies operating in the South China Sea to demonstrate the extent to which transnational actors and business networks interacted with imperial power and the process of globalisation.
