Book excerpt: This report details unique characteristics of rural violence and outlines 88 strategies to prevent violent behavior, improve services for victims, and reduce recidivism. According to the U.S. Department of Justice, rape, assault, and robbery rates tripled in rural communities from 1965 to 1992. Rural violence differs from urban violence in several key ways: rural victims of violence are much more likely to know their assailants than victims in urban areas; rural victims are more likely to report that the perpetrator was using alcohol as compared to urban victims; and while crime rates in rural areas are generally lower than urban or suburban areas, rural women are just as likely to experience violence at the hands of an intimate partner as their urban and suburban counterparts. Efforts that make a difference across all categories of violence include reducing drug and alcohol abuse, increasing community collaboration and education, reducing poverty, increasing the availability of health care and safe places for victims, and restricting access to firearms. The first part of the report lists strategies pertaining to physical assault, child abuse, rape and sexual assault, domestic abuse, elder abuse, suicide, and bias (hate) crimes. Strategies are categorized according to the research information available about their effectiveness. Those strategies that have been applied and studied in rural areas are specifically noted. Most strategies are followed by a reference number indicating a brief summary of the strategy in the appendix. The second part of the report includes a set of worksheets to help communities monitor violence and prevention efforts and assess the level of services available for dealing with violence. In India, for example, domestic violence is used as a bargaining instrument, to extract larger dowries from a wife's family, after the marriage has taken place.Bloch and Rao examine how domestic violence may be used as a bargaining instrument, to extract larger dowries from a spouse's family. The phrase dowry violence refers not to the dowry paid at the time of the wedding, but to additional payments demanded by the groom's family after the marriage. The additional dowry is often paid to stop the husband from systematically beating the wife.Bloch and Rao base their case study of three villages in southern India on qualitative and survey data. Based on the ethnographic evidence, they develop a noncooper-ative bargaining and signaling model of dowries and domestic violence. They test the predictions from those models on survey data.They find that women whose families pay smaller dowries suffer increased risk of marital violence. So do women who come from richer families (from whom resources can more easily be extracted). Larger dowries - as well as greater satisfaction with the marriage (in the form of more male children) - reduce the probability of violence.In India marriage is almost never a matter of choice for women, but is driven almost entirely by social norms and parental preferences. Providing opportunities for women outside of marriage and the marriage market would significantly improve their well-being by allowing them to leave an abusive husband, or find a way of bribing him to stop the abuse, or present a credible threat, which has the same effect.This paper - a product of Poverty and Human Resources, Development Research Group - is part of a larger effort in the group to examine crime and violence in developing countries. But others think this was political violence in service of the preservation of our democracy. When did our political views become extreme? When did guns and violence become a feature of American politics? Nathan Kalmoe and Lily Mason have been researching the increase in radical partisanship in American politics and the associated increasing propensity to support or engage in violence through a series of surveys and survey experiments for several years. Kalmoe and Mason argue that many Americans have become increasingly radical in their identification with their political party and more inclined to view partisans of the other party negatively as people. Their reactions to opposing political views give little room for respect or compromise and make increasing numbers of Americans more likely to either participate in political violence or to view those who do so on behalf of their party favorably. They also find that radical partisans are more apt to be receptive to messages from radical political leaders and less receptive to conflicting information and views. Radical partisanship and political violence are not new to the United States. In most of the 20th century we experienced less radical partisanship, with measures of attitudes towards partisans of other parties that were not as extreme as we see now but this has not been the case throughout much of American history, as witness the fight over slavery that led to the Civil War as well as the violence associated with racism after the fall of reconstruction to the present day"--
