Because of the unusual disease, and the exceptional number of deaths in a comparatively short time, the community is frequently led to adopt measures that are not only unscientific and unnecessary, but they are in some cases inhumane, and they not infrequently cause, to the city or State, losses in trade, money, and property. While the epidemic is still fresh in the memory of families whose homes have been invaded by it, there is considerable watchfulness against a possible return of the dread disease. As time goes on, the memory of the excitement, anxiety, and distress diminishes, and too often a self-satisfaction and false sense of security lead the people to be contented with conditions which would not be tolerated immediately following the epidemic.
