Book excerpt: Since 2005, the European Union has provided farmers with subsidies that are not linked directly to production of specific crops, through the single payment scheme (SPS), as part of reforms to its common agricultural policy. This book investigates to what extent the SPS has led to the capitalization of support into land values in the EU. Economic theory and empirical findings suggest that the way in which agricultural support is provided to farmers has an influence on land markets. Subsidies tend to become capitalized into land values to some degree, affecting both the sales and rental prices of land. These effects in turn have a bearing on the transfer efficiency of the support and structural change in agriculture. Drawing from a combination of data sources, 11 country and 18 regional studies, this extensive empirical analysis offers preliminary findings of the reaction of EU land markets and asset values to the changes in EU policy.

Book excerpt: The European Commission proposes that 30% of 'direct payments' made to farmers under the Common Agricultural Policy (CAP) would be conditional on compliance with three new 'greening' measures. While supporting the Commission's desire to improve the environment, the EFRA Committee rejects the approach proposed. Instead it calls for the EU to set high-level objectives for the CAP that provide for flexibility to apply the right measures for local conditions through 'decentralising' environmental protection under the CAP to Member States. This report highlights the huge benefit that UK 'agri-environment' schemes have brought to biodiversity, food production and the countryside. The Committee also urged Defra to ensure that the UK's tenant farmers should not be excluded from these schemes. The Committee concludes that Defra must ensure the balance of funding between mandatory and voluntary aspects of the CAP should not leave UK farmers at a competitive disadvantage relative to their counterparts in the rest of Europe. MPs also warn that measures proposed by the Commission would be even more complex than the current system - adding costly bureaucracy and generating more errors in the system. Likewise, the committee concludes that the Commission's crop diversification measure would in the UK have perverse consequences that are far less environmentally beneficial than crop rotation. Of the three 'greening' measures offered, the Commission's proposal for Ecological Focus Areas (EFA) has the potential to deliver the greatest environmental benefit. However, the lack of definitions within the proposals make it difficult to assess what, if any, such benefits would actually be delivered

The Political Economy of the Common Agricultural Policy does not criticize the CAP from the liberal standpoint that views most public interventions in the economy as bad for efficiency and welfare. The CAP has been costly to Europeans, both as consumers and as taxpayers, and has also generated a number of negative impacts upon third countries, but these costs and impacts have been more moderate than is suggested. The age-old practice of growing trees and crops and sometimes animals in interacting combinations – that has been ignored in the single-commodity-oriented agricultural and forestry development paradigms – has been brought into the realm of modern land-use. Today agroforestry is well on its way to becoming a specialized science at a level similar to those of crop science and forestry science. To most land-use experts, however, agroforestry has a tropical connotation. They consider agroforestry as something that can and can only be identified with the tropics. That is a wrong perception. While it is true that the tropics, compared to the temperate regions, have a wider array of agroforestry systems and hold greater promise for potential agroforestry interventions, it is also true that agroforestry has several opportunities in the temperate regions too. Indeed, the role of agroforestry is now recognized in Europe as exemplified by this book, North America, and elsewhere in the temperate zone. Current interest in ecosystem management in industrialized countries strongly suggests that there is a need to embrace and apply agroforestry principles to help mitigate the environmental problems caused or exacerbated by commercial agricultural and forestry production enterprises.
