Book excerpt: The Chicago Brownfields Initiative was born of a high profile and well-respected public planning process to change the "brownfields" project from one that relied on liability to one that relied on private investment to clean up and redevelop contaminated surplus land. Its recommendations successfully shaped many of the state and federal tools in use 15 years later. Today, despite a large portfolio of unremediated brownfields, the project has lost its visibility and urgency. Using interviews with program stakeholders past and present and other materials, the thesis examines why the program's political cachet waned and the problem narrowed to focus on real estate development apart from broader disinvestment challenges. Using data from the Illinois Site Remediation Program and other Chicago geospatial data, this thesis shows that the results of an incomplete Initiative were mixed, specifically the geographic distribution of site remediation and the success of publicly initiated projects. The case of the Initiative provides insight into the complexities of environmental, economic development and redevelopment policy in the City of Chicago and why a truly "green" city is difficult to achieve. This thesis argues that the City of Chicago, in the context of a region experiencing similar economic and environmental questions, is poised to transform the urban brownfields project again, from a real estate scheme to a multi-faceted system that does not wait for investment, but shapes demand to guide clean-up and redevelopment in the city.

Governments at all levels have rallied to support the remediation and reuse of these land resources and put many of the nation’s brownfields back into productive use. This book presents two dozen brownfield projects in the United States that have incorporated sustainability, highlighting project features, best management practices, and lessons from the field regarding the underlying policies and practices that enabled these projects to be completed or, in some cases, stalled, altered or abandoned. The case studies represent an array of brownfield projects that aimed to go beyond conventional practice and include a range and variety of end uses (e.g., corner gas stations, industrial, office, residential, brightfields, green space, mixed-use, and transit-oriented developments). Bringing these two disparate analyses into conversation, this book offers a comparative understanding of how tensions between growth, environmental protection, and social equity are playing out in practice. Examining Chicago, USA, Birmingham, UK, and Vancouver, Canada, McKendry argues that city greening efforts were closely connected to processes of post-industrial branding in the neoliberal economy. While this brought some benefits, concerns about the unequal distribution of these benefits and greening’s limited environmental impact challenged its legitimacy. In response, city leaders have moved toward initiatives that strive to better address environmental effectiveness and social equity while still spurring growth. Through an analysis that highlights how different varieties of liberal environmentalism are manifested in each case, this book illustrates that cities, though constrained by inconsistent political will and broader political and economic contexts, are making contributions to more effective, socially just environmental governance. Both critical and hopeful, McKendry’s work will interest scholars of city greening, environmental governance, and comparative urban politics.
