The contributions were presented at the 4th International Conference on Greenhouse Gas Control Technologies (GHGT-4). It was the largest gathering of experts active in this new and fast-developing field.GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources.During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem.These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. They also show it is a problem we can influence and that there is a wealth of ideas. The challenge now is to find the right partners to put these ideas into action.

Various contributions demonstrate the need for a new role of agronomy and its tools. In recent decades, agriculture has evolved from an activity with mainly productivity aims, into an issue conciliating environmental, agricultural, and economic and social objectives. Placing agriculture in such a broadened perspective requires a different agronomy, with new tools and approaches at a range of aggregration levels. It calls for detailed knowledge concerning the functioning, productivity and ecological relationships of agricultural plants and crops. In addition, it calls for a constant update and synthesis of existing and newly generated knowledge, the design of new ideotypes and genotypes, new production technologies, cropping systems, farming systems and agro-ecological land use systems. This proceedings book presents a set of case studies illustrating the various agronomic tools that can be used for specific agronomic questions. The case studies are grouped in sections illustrating relevant subquestions in developing an agriculture with broadened objectives. The book starts with an introductory paper on the role of agronomy in research and education in Europe. The second section deals with agricultural land use, food security and environment. This is followed by a set of papers describing experimental research and modeling approaches used to design new ideotypes of crops, including physiological properties in relation to growth factors such as radiation, CO2, temperature and water. Sustained soil fertility directly links to nutrient cycling and soil organic matter. A selected set of papers addresses the improvements in resource use efficiency and as such their contribution towards economic, environmental and agricultural objectives. The final section addresses the design of integrated and ecological arable farming systems. It highlights the role of prototyping interaction with leading-edge farmers, as promising tools to design, implement and test new farming systems. It is hoped that the activities of the European Society for Agronomy and the Proceedings of its 4th Congress will stimulate to serve the new perspectives of agronomy, i.e. to adopt ecological principles, to optimally manage the use of resources and to meet social and economic objectives.

Coming from the field of air quality management, with the European CO2 emissions trading system being the most prominent example, it enters new fields of application, such as land use policy and biodiversity protection, water quality and water quantity trading. This book gives an overview of these recent developments and discusses the possibilities and limits of permit trading in environmental policies. The advantages of permit trading are not only seen with respect to economic efficiency, which leads to achieving the environmental target at minimum cost, but also with respect to the instrument’s environmental effectiveness. By setting a cap for the overall emissions, a given environmental target can be met. This makes permit trading an interesting case for many environmental fields where safeguarding the environmental target plays a dominant role. Against this background, permit trading is discussed in environmental policy fields, where it has not been considered before, for example, land use management, biodiversity protection and water trading. Permit Trading in Different Applications analyses the properties of permit trading: its possibilities and limitations, its design options and its restrictions on a more general level. It demonstrates how lessons learnt in established policy fields like air quality management can be transferred to new and emerging fields of application. This collection will provide students and practitioners in environmental sciences and policy with valuable research into instrument choice and design with respect to permit trading.
