Book excerpt: Accurate and verifiable emission reductions are a function of the degree of transparency and stringency of the protocols employed in documenting project- or program-associated emissions reductions. The purpose of this guide is to provide a background for law and policy makers, urban planners, and project developers working with the many Greenhouse Gas (GHG) emission reduction programs throughout the world to quantify and/or evaluate the GHG impacts of Natural Gas Vehicle (NGVs). In order to evaluate the GHG benefits and/or penalties of NGV projects, it is necessary to first gain a fundamental understanding of the technology employed and the operating characteristics of these vehicles, especially with regard to the manner in which they compare to similar conventional gasoline or diesel vehicles. Therefore, the first two sections of this paper explain the basic technology and functionality of NGVs, but focus on evaluating the models that are currently on the market with their similar conventional counterparts, including characteristics such as cost, performance, efficiency, environmental attributes, and range. Since the increased use of NGVs, along with Alternative Fuel Vehicle (AFVs) in general, represents a public good with many social benefits at the local, national, and global levels, NGVs often receive significant attention in the form of legislative and programmatic support. Some states mandate the use of NGVs, while others provide financial incentives to promote their procurement and use. Furthermore, Federal legislation in the form of tax incentives or procurement requirements can have a significant impact on the NGV market. In order to implement effective legislation or programs, it is vital to have an understanding of the different programs and activities that already exist so that a new project focusing on GHG emission reduction can successfully interact with and build on the experience and lessons learned of those that preceded it. Finally, most programs that deal with passenger vehicles--and with transportation in general--do not address the climate change component explicitly, and thus there are few GHG reduction goals that are included in these programs. Furthermore, there are relatively few protocols that exist for accounting for the GHG emissions reductions that arise from transportation and, specifically, passenger vehicle projects and programs. These accounting procedures and principles gain increased importance when a project developer wishes to document in a credible manner, the GHG reductions that are achieved by a given project or program. Section four of this paper outlined the GHG emissions associated with NGVs, both upstream and downstream, and section five illustrated the methodology, via hypothetical case studies, for measuring these reductions using different types of baselines. Unlike stationary energy combustion, GHG emissions from transportation activities, including NGV projects, come from dispersed sources creating a need for different methodologies for assessing GHG impacts. This resource guide has outlined the necessary context and background for those parties wishing to evaluate projects and develop programs, policies, projects, and legislation aimed at the promotion of NGVs for GHG emission reduction.

Worldwide, motor vehicles emit well over 900 million metric tons of carbon dioxide (CO2) each year, accounting for more than 15 percent of global fossil fuel-derived CO2 emissions. In the industrialized world alone, 20-25 percent of GHG emissions come from the transportation sector. The share of transport-related emissions is growing rapidly due to the continued increase in transportation activity. In 1950, there were only 70 million cars, trucks, and buses on the world's roads. By 1994, there were about nine times that number, or 630 million vehicles. Since the early 1970s, the global fleet has been growing at a rate of 16 million vehicles per year. This expansion has been accompanied by a similar growth in fuel consumption. If this kind of linear growth continues, by the year 2025 there will be well over one billion vehicles on the world's roads. In a response to the significant growth in transportation-related GHG emissions, governments and policy makers worldwide are considering methods of addressing this trend. However, due to the particular make-up of the transportation sector, regulating and reducing emissions from this sector poses a significant challenge. Unlike stationary fuel combustion, transportation-related emissions come from dispersed sources. Only a few point-source emitters, such as oil/natural gas wells, refineries, or compressor stations, contribute to emissions related to the transportation sector. The majority of transport-related emissions come from the millions of vehicles traveling the world's roads. As a result, successful GHG mitigation policies must find ways to target all of these small, non-point source emitters, either through regulatory means or through various incentive programs. To increase their effectiveness, policies to control emissions from the transportation sector often utilize indirect means to reduce emissions, such as requiring specific technology improvements or an increase in fuel efficiency. Site-specific project activities can also be undertaken to help decrease GHG emissions, although the use of such measures is less common. These activities include switching to less GHG-intensive vehicle options, such as natural gas vehicles (NGVs). As emissions from transportation activities continue to rise, it will be necessary to promote both types of abatement activities in order to reverse the current emissions path. This Resource Guide focuses on site- and project-specific transportation activities. To date, only a few projects deploying NGV technologies have been developed and implemented with the explicit intent of reducing GHG emissions and participating in international GHG reduction initiatives. Therefore, experience with quantifying, evaluating, and verifying GHG emission reductions from natural gas vehicle projects is almost non-existent. This is a problem as there are many issues unique to the transportation sector, which should be resolved before adequate guidelines can be developed for evaluating transportation-related projects. Issues that will require further analysis and guidance include: 1. Methods for accurately estimating emission reductions for a dispersed number of sources; 2. Procedures for determining project boundaries and relevant GHG emission sources; 3. Options for minimizing transaction costs of validating, monitoring, verifying, and certifying potential emission reductions; and 4. Guidance on using a full fuel-cycle or tailpipe emission analysis to estimate project emissions. The main purpose of this manual is to provide information on quantifying and documenting GHG emission reductions from NGV projects. Moreover, to provide potential project developers with an overview of project opportunities, the manual also includes information on NGV technology cost and availability and discusses the future of the alternative fuel vehicle (AFV) industry as a whole.

Book excerpt: At an international conference on global warming, held in Kyoto, Japan, in December 1997, the United States committed to reduce its greenhouse gas (GHG) emissions by 7% over its 1990 level by the year 2012. To help achieve that goal, transportation GHG emissions need to be reduced. Using Argonne's fuel-cycle model, I estimated GHG emissions reduction potentials of various near- and long-term transportation technologies. The estimated per-mile GHG emissions results show that alternative transportation fuels and advanced vehicle technologies can help significantly reduce transportation GHG emissions. Of the near-term technologies evaluated in this study, electric vehicles; hybrid electric vehicles; compression-ignition, direct-injection vehicles; and E85 flexible fuel vehicles can reduce fuel-cycle GHG emissions by more than 25%, on the fuel-cycle basis. Electric vehicles powered by electricity generated primarily from nuclear and renewable sources can reduce GHG emissions by 80%. Other alternative fuels, such as compressed natural gas and liquefied petroleum gas, offer limited, but positive, GHG emission reduction benefits. Among the long-term technologies evaluated in this study, conventional spark ignition and compression ignition engines powered by alternative fuels and gasoline- and diesel-powered advanced vehicles can reduce GHG emissions by 10% to 30%. Ethanol dedicated vehicles, electric vehicles, hybrid electric vehicles, and fuel-cell vehicles can reduce GHG emissions by over 40%. Spark ignition engines and fuel-cell vehicles powered by cellulosic ethanol and solar hydrogen (for fuel-cell vehicles only) can reduce GHG emissions by over 80%. In conclusion, both near- and long-term alternative fuels and advanced transportation technologies can play a role in reducing the United States GHG emissions.

Book excerpt: Medium- and heavy-duty trucks, motor coaches, and transit buses - collectively, "medium- and heavy-duty vehicles," or MHDVs - are used in every sector of the economy. The fuel consumption and greenhouse gas emissions of MHDVs have become a focus of legislative and regulatory action in the past few years. "Reducing the Fuel Consumption and Greenhouse Gas Emissions of Medium- and Heavy-Duty Vehicles, Phase Two" is a follow-on to the National Research Council's 2010 report, "Technologies and Approaches to Reducing the Fuel Consumption of Medium-and Heavy-Duty Vehicles." That report provided a series of findings and recommendations on the development of regulations for reducing fuel consumption of MHDVs. This report comprises the first periodic, five-year follow-on to the 2010 report. "Reducing the Fuel Consumption and Greenhouse Gas Emissions of Medium- and Heavy-Duty Vehicles, Phase Two" reviews NHTSA fuel consumption regulations and considers the technological, market and regulatory factors that may be of relevance to a revised and updated regulatory regime taking effect for model years 2019-2022. The report analyzes and provides options for improvements to the certification and compliance procedures for medium- and heavy-duty vehicles; reviews an updated analysis of the makeup and characterization of the medium- and heavy-duty truck fleet; examines the barriers to and the potential applications of natural gas in class 2b through class 8 vehicles; and addresses uncertainties and performs sensitivity analyses for the fuel consumption and cost/benefit estimates.
