Firstly, a review is presented of cities around the world that are currently using value capture. From these city examples the author shows how any state, city or regional government can adopt value capture policies. Looking at recent events the author reviews the implications of the coronavirus pandemic (2020) for future planning (including value capture) of cities and regions (particularly noting healthy cities planning). The development of a value capture planning (VCP) model is then outlined. The basis of the model is reflected in its planning components, being: Housing (affordable, social and market housing); Public and Open Spaces (natural areas, open spaces and public spaces); and, Sustainable Transport (rail, bus, and active transport). The VCP model is devised to provide an economic and planning tool that can be utilised in addressing each of these planning components. This tool includes data entry tables and explanations of how these tables are applied. Four case study cities (within Australia) currently undergoing renewal are selected for the model to be applied to. The areas were chosen to represent contrasting urban settings and types of development and renewal, including: inner city, middle ring city; growth centre city; and, regional capital city. The current (2020) active renewal programs within these areas include (city in brackets): Central to Eveleigh Renewal Area (CERA) (City of Sydney); Sydenham to Bankstown Urban Renewal Corridor (SBURC) (Canterbury Bankstown City); Gosford City Centre Revitalisation (GCCR) area (Gosford City); and, Newcastle City Renewal Area (NCRA) (Newcastle City). The reader is walked through (graphically) the backgrounds of these case study cities, including geography, development trends and details of renewal plans. Conclusions on the VCP model application are outlined for each study area (within that chapter) and for the cumulative results across all study areas (final chapter). With these conclusions, the application of the model to any city or region anywhere in the world is outlined. Finally, on a practical level the reader would be interested in how value capture is administered through programs (including the roles of government, developers and the community). Summing up, the book offers the reader an understanding of current city planning and the tools (like value capture) that will be required for future planning.

Book excerpt: This volume chronicles the increasing divisions inside the Labor Party that came to a head in the disastrous split in 1916 over conscription for overseas military service. The central figure of this era was William Holman, who became Premier in June 1913 when James McGowen retired from that office. Before conscription became the central issue Holman had come to be heartily detested by many in the extra-parliamentary party, largely because of his refusal to do anything to abolish, or curb the power of, the Upper House. The AWU and its journal, The Australian Worker, led the criticism of Holman and his Government during these years. For a few years Holman's superb political skills guaranteed his survival. However, by 1916 Holman's enemies had organized a tightly disciplined modern faction, the 'Industrial Section', (later the 'Industrial Vigilance Council') to take control of the Executive and Conference and force policy changes on Holman. When the conscription issue reached a climax with the first plebiscite ordered by Prime Minister Hughes, the party at Commonwealth and State level split. Both Hughes and Holman were expelled from the party, continuing in office in new Nationalist administrations, leaving a factionalised Labor Party to begin the process of reconstruction.See Labor Pains Series link, to the right, for details of other Volumes. In late 2003 I spent two fruitful and enjoyable months in the Astronomy Department at the University of Washington (UW) working on archival material accumulated over the decades by Woody, for a book we will co-author with Jessica Chapman on the early development of Australian astronomy. The only serious intellectual distraction I faced during this period was planning for an IAU colloquium on transits of Venus scheduled for June 2004 in England, where I was down to present the ‘Cook’ paper. I knew Woody was also interested in transits (and, indeed, anything remotely connected with shadows—see his paper on page 3), and in discussing the Preston meeting with him it transpired that his 60th birthday was timed to occur just one week later. This was where the seed of ‘Woodfest’ began to germinate. Why not invite friends and colleagues to join Woody in Seattle and celebrate this proud event? I put the idea to Woody and others at UW, they liked it, and ‘Woodfest’ was born.

This book suggests that climate change and its resulting uncertainties challenge the concepts, procedures, and scope of conventional approaches to planning, creating a need to rethink and revise current planning methods. Therefore, this book suggests a paradigm shift in our thinking, interrogation, and planning of our cities. Based on the contemporary conditions of risk at cities, this book conceptualizes the risk city as a construct of three interlinked concepts of risk, trust, and practice. It is a construct of risk and its new evolving conditions and knowledge of uncertainties stem from climate change and other risks and uncertainties. As a construct of practices, the risk city produces social and political institutional framework and promotes practices accordingly in order to reduce risk and risk possibilities and to increase trust. In light of the complex challenges and risks to the human habitat that have emerged in recent years, many cities have prepared various types of plans aimed at addressing the challenges posed by climate change. Nonetheless, despite the importance of these plans and the major public resources invested in their formulation, we still know little about them and have yet to begin studying them and assessing their contributions . From the innovative perspective of the risk city, this book asks critical questions about the nature, vision, practices, and potential impact of the recent climate change-oriented plans. What kinds of risks do they attempt to address, what types of practices do they institute, and what types of approaches do they apply? Do they adequately address the risks and uncertainties posed? How do they contribute to the worldwide effort to reduce greenhouse gas emissions? This book uses the methodologically innovative Risk City framework to examine the nature, vision, outcomes, practices, and impact of these crucial plans, as well as their contribution to the resilience of our cities and to global efforts toward reducing greenhouse gas emissions.
