Narrowing that focus presumes the Nation will want to maintain capable forces to underwrite its security and that of its allies and friends around the globe. It also accepts that use of force will be circumscribed by a variety of organizational, operational, legal, and moral constraints. Moreover, it emphasizes naval combat operations, not humanitarian operations or presence. Joint Vision 2010 provides an operational structure for operations in the early 21st century through four operational concepts: dominant maneuver, precision engagement, full dimensional protection, and focused logistics. These concepts are part and parcel of Naval Operational Concept and Operational Maneuver from the Sea issued by the Navy and Marine Corps, respectively. For analytical purposes they can be applied within the context of the accompanying illustration as a means of grasping 2010 with naval forces. While the concepts describe the environment of the future in terms of critical tasks being faced by naval forces, operations cannot be factored into its constituent parts because of inevitable overlap and duplication.

Book excerpt: The rapid modernization of the Chinese Navy is a well-documented reality of the post-Cold War world. In two decades, the People's Liberation Army Navy has evolved from a backward force composed of obsolete platforms into a reasonably modern fleet whose growth is significantly shaking the naval balance in East Asia. The rationale behind China's contemporary rise at sea remains, however, difficult to grasp and few people have tried to see how the current structure of the international system has shaped Chinese choices. This book makes sense of Chinese priorities in its naval modernization in a 'robust' offensive realist framework. Drawing on Barry Posen's works on sources of military doctrine, it argues that the orientation of Beijing's choices concerning its naval forces can essentially be explained by China's position as a potential regional hegemon. Yves-Heng Lim highlights how a rising state develops naval power to fulfil its security objectives, a theoretical perspective that goes farther than the sole Chinese case.

Book excerpt: From a military operational standpoint, surprise is an event or capability that could affect the outcome of a mission or campaign for which preparations are not in place. By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises. Today's U.S. naval forces continue to face a wide range of potential threats in the indefinite future and for this reason must continue to balance and meet their force structure needs. The recommendations of Responding to Capability Surprise will help to ensure more responsive, more resilient, and more adaptive behavior across the organization from the most senior leadership to the individual sailors, Marines, and Coast Guardsmen.

Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Focusing on the Italian case in comparative perspective and based on a large variety of military operations from airstrikes to peacekeeping and counterinsurgency, the book provides an innovative viewpoint on military transformation and significantly contributes to our understanding of contemporary security that is deeply shaped by the lessons learnt in Afghanistan, Lebanon, Iraq and Libya.
