Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book excerpt: The emergence of severe acute respiratory syndrome (SARS) in late 2002 and 2003 challenged the global public health community to confront a novel epidemic that spread rapidly from its origins in southern China until it had reached more than 25 other countries within a matter of months. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

Available in PDF, EPUB and Kindle. Book excerpt: When crises occur, citizens, media and policymakers alike expect government to respond and to take a leading role in recovery. Given the scale and scope of crises, whether natural (such as hurricanes, floods, and earthquakes), manmade (such as conflict and economic downturns), or often a combination of the two, governments are often seen as being in the best position to identify the problems, understand the circumstances, and direct action. They are also likely to be the entities that have adequate resources to devote to such large-scale efforts. Yet, governments are not spared from the effects of crises. They are composed of individuals who are impacted by disasters and face many of the same challenges in identifying needs, prioritizing action, and adjusting to changing circumstances. It is by no surprise that governments are also often scrutinized during and after crises. How, then, do we understand the capability of and proper role for governments to respond to crisis and to drive recovery? This edited volume—comprised of chapters by accomplished scholars and seasoned practitioners in disaster and crises studies and management, spanning multiple disciplines including sociology, economics, and public administration—examines the roles, expectations, and capabilities of government responses to crises. It gives an overview of the literature, provides lessons learned from both research and experience on the ground during crises, and puts forth a framework for understanding crisis management and subsequent policy implications. It will be of use to any scholars, students, practitioners or policymakers interested in learning from and better preparing for crises and responding when they do occur.

Book excerpt: This new volume explores terrorism and strategic terror, examining how the public responds to terrorist attacks, and what authorities can do in such situations. The book uses a unique interdisciplinary approach, which combines the behavioural sciences and international relations, in order to further the understanding of the 'terror' generated by strategic terror. The work examines five contemporary case studies of the psychological and behavioural effects of strategic terror, from either terrorist attacks or aerial bombardment. It also looks at how risk-communication and public-health strategies can amplify or reduce psychological and behavioural responses, and considers whether behavioural effects translate into political effects, and what governments can do to relieve this. Ultimately, the study argues that the public is not prone to panic, but can change their behaviours to reduce their perceived risk of being exposed to a terrorist attack. This book will be of much interest to students of terrorism studies, homeland security, social psychology and politics in general.

Given the current challenges facing governments and their programs, the oversight provided through auditing is more critical than ever. Government auditing provides the objective analysis and information needed to make the decisions necessary to help create a better future. The professional standards presented in this 2018 revision of Government Auditing Standards (known as the Yellow Book) provide a framework for performing high-quality audit work with competence, integrity, objectivity, and independence to provide accountability and to help improve government operations and services. These standards, commonly referred to as generally accepted government auditing standards (GAGAS), provide the foundation for government auditors to lead by example in the areas of independence, transparency, accountability, and quality through the audit process. This revision contains major changes from, and supersedes, the 2011 revision.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how governments around the world responded to the health emergency created by the COVID-19 pandemic. Before vaccines became available, non-medical interventions were the main means to protect the public. Non-medical interventions were put in place by governments as public health policies. In every nation, politicians and governments faced a choice situation, and worldwide, they made different choices. Public health policies came at a price, in economic, social, and ultimately electoral costs to the political incumbents. The book discusses differences in governments’ policy efforts to mitigate the virus spread. The authors conduct in-depth analysis of country-cases from Africa, North and South America, Asia, and Europe. They also offer small-n- comparative analyses as well as report global patterns and trends of governments’ responsiveness to the medical emergency. It will appeal to all those interested in public policy, health policy and governance.

This book was released on 2008 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the Committee's second annual report monitoring the Government's response to human rights judgments in the European Court of Human Rights. The Committee criticises the Government for its failure to respond to many of its recommendations in its previous report (17th report session 2006-07, HL 128/HC 728, ISBN 9780104011065). The Committee believes the Government should take a consistent and transparent approach across departments to the way in which it responds to declarations of incompatibility and judgments fro the European Court, with the Ministry of Justice co-ordinating the response to adverse judgments. This report also examines a number of issues arising from outstanding judgments: access to artificial insemination for prisoners and their partners; controlling membership of trade union; prisoners' voting rights; investigations into cases involving the use of lethal force; security of tenure for gypsies and travellers, and the corporal punishment of children.

This book was released on 2007-06-28 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the UK's institutional arrangements for protecting human rights, both Parliament and the judiciary have a central role. When the courts give a judgement finding that a law, policy or practice is in breach of human rights, it is for Parliament to scrutinise the adequacy of the Government's response and in some cases decide if there needs to be a change in law. An important part of the role of the Committee is to help Parliament in this function. This report brings together all their monitoring work in relation to both judgements of the European Court of Human Rights and declarations of incompatibility given by UK courts under the Human Rights Act.

This book was released on 2014-05-19 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the third report from the Scottish Affairs Committee on blacklisting in the construction industry in Scotland. The earlier interim reports published as 9th report, session 2012-13 (HC 1071, ISBN 9780215056832) and 6th report, session 2013-14 (HC 543, ISBN 9780215069535). The 9th report focused specifically on the work of The Consulting Association (TCA) and considered the issue of compensation for those workers who had been blacklisted. Significant progress has been made in highlighting and addressing issues relating to blacklisting: the Information Commissioner's Office (ICO) has launched its own investigation; many victims of blacklisting are bringing individual case to the High Court and a new compensation scheme, the Construction Workers Compensation Scheme (TCWCS), for blacklisted workers has been launched by eight of the companies that used the services of TCA. The 6th report aimed to identify ways of moving forward, both by addressing the crimes of the past and by identifying rules and structures to prevent such widespread and systematic exclusion of workers from employment from ever happening again. In this third interim report the Committee welcomes the significant progress which has been made in both revealing the practice of blacklisting, and in seeking redress for the victims, and families of the victims, of this odious practice. The Committee will continue to explore what more could be done to redress the crimes of the past and to ensure that reform in the industry to eradicate this practice is genuine, effective and comprehensive in its effects.
