This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.

Book excerpt: The Climate Change Levy package is the second biggest element in the UK Climate Change Programme, and savings appear to have been significant; but were strongly front-end loaded and have eased off since soon after its introduction. The Levy will reduce annual UK CO2 emissions by 12.8 million tonnes by 2010. But these savings have come mainly from the effect its announcement had on raising awareness of the potential for energy savings, and most of these savings were the result of actions taken before the tax actually came into operation. The Levy itself has had relatively little effect on business emissions, especially in the case of SMEs and large but non-energy intensive organisations. The Government believes that Climate Change Agreements (CCAs) will reduce annual CO2 emissions by an additional 7 million tonnes by 2010. Complying with CCAs has galvanised business interest in finding energy savings, and that key to this has been the incentive of the tax discount they offer. The exemptions on the Climate Change Levy for 'green electricity' and combined heat and power have had minimal effect on the construction of new renewables and CHP capacity, essentially because they are worth too little money. The CCL package does not impose a damaging economic burden on UK business overall, and is encouraging greater resource productivity and stimulating energy efficient industries. The CCL has not worked quite as expected. Instead of rationally seeking to reduce their costs through increased energy efficiency, businesses appear to have needed an extra stimulus to change their approach to energy use. This has profound implications for climate change policy more widely. If even large companies require additional policies to drive behavioural change, this must be all the more true for small businesses, public bodies, and private households.

The Coalition Agreement promised to establish a Green Investment Bank and the Chancellor pledged £1 billion to capitalise it in the Spending Review, plus unspecified proceeds from the sale of government assets. But there have been reports of disagreement within Government as to whether it should be a fully fledged investment 'bank' able to borrow money and raise further capital or simply a 'fund'. If the Office for National Statistics (ONS) classifies the Bank as 'public sector' its borrowing could appear on the Government's balance sheet and so undermine its deficit reduction strategy. Evidence presented to the Environmental Audit Committee by energy companies, NGOs and financial institutions suggests that between £200 billion and £1 trillion of private sector investment is needed over the next 10-20 years if the UK is to meet its climate change and renewable energy targets. But traditional sources of private sector capital are only likely deliver £50-£80 billion of investment in green infrastructure by 2025 - leaving the UK with a massive investment shortfall. The report argues that establishing a proper Investment Bank is crucial in order to lever in the unprecedented levels of private sector investment needed. The Committee concludes that, as a priority, the Bank should concentrate on new fledgling environmental investment where the market has yet to be established.

It is felt that the existing policy framework, including EU Emissions Trading System (ETS), the Renewables Obligation and the Carbon Capture and Storage demonstration programme are not sufficient to deliver the level of investment in new low-carbon generating capacity needed to meet emissions reduction targets. It is also felt that interactions and overlaps of an EPS with existing policies are not sufficiently understood and an independent review of regulations and market reforms in the electricity sector is called for. Emissions Performance Standards are seen to offer a more certain and predictable way to prevent locking in to high carbon infrastructure and that is in itself adequate justification for its implementation. There are, though, concerns that a poorly designed EPS could have a range of unintended consequences including: uncertainty for investors; prevention of adequate capacity to meet peak demand; driving investment elsewhere in Europe; and too great an impact on the electricity prices consumers have to pay
