In this collection of essays published over the past decade, Jim Silver argues that urban poverty today includes not only low incomes, but in all too many cases also poor housing, poor health, low educational achievement, high levels of neighbourhood violence, racism, colonialism and social exclusion. As a result many poor people experience low levels of self-esteem and self-confidence and may blame themselves, which is reinforced by the dominant blame-the-victim discourse about poverty. Silver argues that today’s urban poverty is qualitatively different than the urban poverty of forty years ago, and that there are no quick, easy or one-dimensional solutions. In Solving Poverty, Jim Silver, a veteran scholar actively engaged in anti-poverty efforts in Winnipeg’s inner city for decades, offers an on-the-ground analysis of this form of poverty. Silver focuses particularly on the urban Aboriginal experience, and describes a variety of creative and effective urban Aboriginal community development initiatives, as well as other anti-poverty initiatives that have been successful in Winnipeg’s inner city. In the concluding chapter Silver offers a comprehensive, pan-Canadian strategy to dramatically reduce the incidence of urban poverty in Canada.

These essays analysing continuities and discontinuities in policy emerged from research that initially was presented at the 5th Conference on Social Welfare Policy held at Bishop's University in 1991, and that since then has been revised to reflect the situation of the mid-1990s. Part I introduces the three broad areas explored in the volume. Part II addresses new trends in Canadian political economy and their relation to public policy. Part III analyses social welfare policy. Of the essays included, several investigate the democratizing of the Canadian welfare state and controversies in the conception and definition of poverty. Others address the AIDS crisis, health policy, and social policy issues that primarily affect women, children, and native peoples. In Part IV recent Canadian labour market policies are investigated and appraised, and alternatives suggested or evaluated. Book excerpt: Most accounts of the provincial role in Canadian immigration focus on the experience of Quebec. In Province Building and the Federalization of Immigration in Canada, Mireille Paquet shows that, between 1990 and 2010, all ten provinces became closely involved in immigrant selection and integration. This considerable change to the Canadian model of immigration governance corresponds to a broader process of federalization of immigration, by which both orders of government became active in the management of immigration. While Canada maintains its overall positive approach to newcomers, the provinces developed, and continue to develop, their own formal immigration strategies and implement various selections and integration policies. This book argues that the process of federalization is largely the result of provincial mobilization. In each province, mobilization occurred through a modern iteration of province building, this time focused on immigrants as resources for provincial economies and societies. Advocating for a province-centred analysis of federalism, Province Building and the Federalization of Immigration in Canada provides key lessons to understanding the contemporary governance of immigration in Canada.
