Book excerpt: This paper examines how the effects of fiscal policies are transmitted internationally. The analysis emphasizes that fiscal shifts of recent years constitute major disturbances to saving and investment flows. An increase in a country's fiscal deficit corresponds to a higher level of public sector dissaving. For increased foreign saving to enter through the capital account, the current account deficit must rise via an appreciating real exchange rate. An autonomous rise in investment, such as that induced by US tax measures passed in 1981–1982, produces qualitatively similar effects in the short run. Simulations suggest that a permanent fiscal deficit reduction of 1 percent of capacity output in any one of the three largest industrial countries produces a significant decline in real interest rates and a large initial depreciation in that country's currency. US tax incentives for investment would induce higher interest rates and an appreciated dollar. Simulations of the combined effects of increased US investment and observed movements in inflation-adjusted deficits in all three countries in 1981–1985 suggest that substantial fractions of these interest and exchange rate movements were related to shifts in fiscal policy.

Book excerpt: The evolution of the national security state in the United States can be traced from the political, military, and economic dimensions of American power in the postwar world. In Raskin's view, the United States emerged from the Second World War with tremendously increased prestige and material power, and American leadership created a national security apparatus as a planning instrument to ensure national stability, to mute class conflicts, and to secure the domestic economy. This state then became the basis around the world for covert and overt imperialism. The consensus that developed served to maintain stability at home and to guide the modern empire abroad. This development required a state that was orderly and that was predicated on modern bureaucracy, which operated within the values and assumptions of the ruling elites. The national security state system was successful primarily in the economic sphere, with bipartisan foreign-policy decision making aimed at ensuring a stable business climate at home and abroad. Military involvement in Indochina evidenced the decline of American hegemony; the genocidal nature of the arms race and the questions raised by protestors of the sixties signaled the break up of the national security consensus. Raskin concludes the book with an examination of alternative directions, especially regarding the need and the possibilities for renewed public debate of national policy and purpose.

The fiscal deficit is, under any circumstances, a crude tool for assessing the impact of fiscal policy on the economy. This paper also analyzes various ways in which the conventional definition of the fiscal deficit is affected by high rates of inflation. It has shown that, as the rate of inflation rises, the picture emerging from the conventional measure may, under certain circumstances, become somewhat blurred since the conventional measure may magnify the size of the fiscal adjustment that a country need. In fact, the size of the debt service that compensates bondholders for the reduction in the real value of their assets arising from inflation should be made explicit so as to indicate that part of the deficit whose impact depends mainly on portfolio decisions regarding the public's demand for government bonds, and on the potential effects of these bonds on the monetary and liquidity conditions of the economy.
