Book excerpt: Seminar paper from the year 2020 in the subject Organisation and administration - Public administration, University of Erfurt (Willy Brandt School of Public Policy), course: Implementation of E-Government, language: English, abstract: The main objective of the study was to underscore the importance of public participation or outreach in implementation of e-government services. Within the course of this study, specific attention is paid to Ghana. There is a compelling need for reforms within the public sector and this has continuously occupied government's policy frameworks all around the world because of the need to "get things right" through better policy improvement and implementation. Since the beginning of the financial crisis in 2008, governments have been devising ways to use information and communication technology (ICT) to enhance the performance of the public sector. The use of e-government services have been seen as an enabler in automating a broad range of government functions. The study focused on the Domestic Tax Division of the Ghana Revenue Authority. The study relied on e-government theories, public policy theories, activities of the Ghana Revenue Authority in e-government service provision and the involvement of the public in their implementation. The study recognized that the Domestic Tax Division of the Ghana Revenue Authority, unlike other businesses, does not decide who they choose as their clients and are expected to serve everyone regardless of their background or where they are located. The study concludes that agencies implementing e-government services have to consider that, a significant part of society lacks information on the use of e-government services and therefore must be involved in the participation process of e-government services of tax administration to help achieve better outcome.

Available in PDF, EPUB and Kindle. Book excerpt: The health of American democracy ultimately depends on our willingness and ability to work together as citizens and stakeholders in our republic. Government policies often fail to promote such collaboration. But if designed properly, they can do much to strengthen civic engagement. That is the central message of Carmen Sirianni's eloquent new book. Rather than encourage citizens to engage in civic activity, government often puts obstacles in their way. Many agencies treat citizens as passive clients rather than as community members, overlooking their ability to mobilize assets and networks to solve problems. Many citizen initiatives run up against rigid rules and bureaucratic silos, causing all but the most dedicated activists to lose heart. The unfortunate—and unnecessary—result is a palpable decline in the quality of civic life. Fortunately, growing numbers of policymakers across the country are figuring out how government can serve as a partner and catalyst for collaborative problem solving. Investing in Democracy details three such success stories: neighborhood planning in Seattle; youth civic engagement programs in Hampton, Virginia; and efforts to develop civic environmentalism at the U.S. Environmental Protection Agency. The book explains what measures were taken and why they succeeded. It distills eight core design principles that characterize effective collaborative governance and concludes with concrete recommendations for federal policy.

Book excerpt: As the process of globalization continues and power imbalances between decision-making institutions become increasingly apparent, the need for a critical assessment of the way in which we manage our interaction with the natural environment becomes ever more urgent. Good governance was identified at the World Summit on Sustainable Development as a critical factor for ensuring successful sustainable development. This book builds on the briefing papers that were presented at the Summit, taking further the discussions of the WEHAB agenda (Water, Energy, Health, Agriculture and food, and Biodiversity - the five international priority sectors highlighted by UN Secretary General Kofi Annan). This is a unique offering on the role and reform of global institutions and processes, raising issues that have previously been neglected in international discussions.

Book excerpt: "This book intends to theoretically conceptualize and empirically investigate upcoming and established practices of community-based initiatives in various countries in which both citizens and governments join efforts and capacities to solve wicked issues. It aims to include and compare cases from various countries, departing from the notion that community-based initiatives take place in an institutional context of governmental structures, rules, procedures, regulations, and routines. This leads to government involvement in these initiatives and sharing the public space. Furthermore, the editors take into account what kind of leadership roles, knowledge, and resources are present and how they evolve in this collaborative or coordinative effort, which in turn can enhance the capacities of community-based initiatives. This book joins excellent researchers from renowned universities all over the world, aiming for a balance between upcoming scholars and renowned scholars in the field of community-based initiatives and governance capacity. Contributors were carefully selected on the basis of their experience in the field of community-based initiatives, citizens' engagement and governance capacity approaches. Aimed at researchers and academics, this volume will be of interest to those in the fields of business, economics, public administration, political science, social enterprise, sociology and third sector studies"--
