Available in PDF, EPUB and Kindle. Book excerpt: In the last decade the study of multiculturalism has become an established field in political and social theory. This in-depth and engaging volume focuses on public policy and the dilemmas faced by the governments of increasingly diverse societies. Offering a theoretically and empirically rich collection of essays from some of the leading specialists in the field, it fills the gap between the social and political theory of multiculturalism and institutionally based national case studies. The book is distinctive in combining a robust theoretical introduction to recent developments in multiculturalism with a critical evaluation of contemporary public policy in a variety of countries in Europe, South Asia, Southeast Asia, the Far East and South Africa. It incorporates a strong comparative dimension both within and across the case studies, with a regional focus enabling comparisons of regional, national and international experience.

Book excerpt: By unanimous adoption of the Universal Declaration of Cultural Diversity, the UNESCO Member States accepted a new ethical approach to respect diversity as a guiding principle for democratic societies. While support for the Declaration remains strong, there is a general awareness that the democratic management of multicultural societies needs rethinking and further development. This publication examines the political governance of cultural diversity, specifically how public policy-making has dealt with the claims for cultural recognition that have increasingly been expressed by ethno-national movements, language groups, religious minorities, indigenous peoples and migrant communities. Its principle aim is to understand, explain and assess public policy responses to ethnic, linguistic and religious diversity. Adopting interdisciplinary perspectives of comparative social sciences, the contributors address the conditions, forms, and consequences of democratic and human-rights-based governance of multi-ethnic, multi-lingual and multi-faith societies.--Publisher's description.

Book excerpt: Over the last two decades the world has witnessed an important transformation of the concept of citizenship and social integration, increasingly recognizing that cultural and ethnic diversity need to be considered when designing and implementing social policies. The increasing cultural diversity of societies, along with the important role culture plays in forming identities in these societies, creates major challenges for national and local governments in ensuring social cohesion and social inclusion. 'Delivering Services in Multicultural Societies' reviews recent approaches to recognizing cultural diversity when delivering basic services. It first discusses how supporting cultural diversity can help achieve social inclusion and social cohesion. It then considers the debate over multiculturalism from various perspectives and discusses the risks and benefits of policies that support cultural diversity. Also examined are policies and programs that support cultural diversity in the delivery of basic services, such as education, health care, customary law, traditional governance systems, and cultural services. For each of these services the author reviews main challenges and describes best practices. Finally, the book offers a synthesis of what has been learned about taking cultural diversity into account in service delivery.

Book excerpt: This topical book examines the debates around contemporary conflicts between liberal democracies and increasingly vociferous special interest groups within society. It analyses the way a new sense of difference and the growth of multi-culturalism are straining modern notions of citizenship and rights, looking in particular at how ethnic conflicts in Eastern Europe have escalated to international tragedies, while in the US and Canada, race, ethnicity and radical feminism are at the heart of a social conflict which challenges national identity and the unity of the state.

Book excerpt: Most foundational works in political philosophy have made fundamentally false and far-reaching assumptions concerning the culturally homogeneous character of the polity.Deliberative Democracy, Political Legitimacy, andSelf-Determination in Multicultural Societies provides a much needed corrective to conventional accounts of the normative foundations of the state by reconceptualizing some of the fundamental issues in political theory from a perspective that recognizes the culturally pluralistic character of contemporary democracies. Among the issues considered are democratic deliberation in multicultural societies, the justification and function of political communities, the nature of self-determination, the justification of cultural rights, and the moral rationale for regional self-governance and secession. This work is suitable for graduate and upper-division undergraduate courses in political philosophy and political science, as well as the lay reader interested in understanding the major sources of conflict and instability in democratic societies.

Book excerpt: Achieving socio-political cohesion in a community with significant ethnic, cultural, and religious diversity is a difficult challenge in contemporary liberal democracies. In the quest for neutrality, public policies and institutions shaped by the needs of the majority can inadvertently marginalize minority interests. Minority groups must therefore translate their desire for cultural recognition into terms that, ironically, often minimize cultural difference. Intercultural Deliberation and the Politics of Minority Rights examines the relationship between this minority rights paradox and cultural difference, building a compelling case for an inclusive approach to navigating minority rights claims. R.E. Lowe-Walker’s intercultural deliberation is designed to mitigate the injustices imposed by majority norms. Instead of asking what the liberal state can tolerate, she asks how our understanding of difference affects our interpretation of minority claims, shifting the focus from how to limit difference toward inclusive deliberations. This important work thus serves as a measure of social justice and a vehicle for social change.

Available in PDF, EPUB and Kindle. Book excerpt: Most countries around the world exhibit a long history of exclusion and discrimination directed against ethnic, racial, national, religious, or ideological groups. The underlying justifications for these forms of exclusion have been increasingly discredited by the post-war human rights revolution, decolonization, and by contemporary norms of liberal-democratic constitutionalism, with their commitment to equal rights and non-discrimination. However, even as these older practices and ideologies of exclusion are discredited and repudiated, they continue to have enduring effects. The legacies of exclusion can still be seen in a wide range of social attitudes, cultural practices, economic and demographic patterns, and institutional rules that obstruct efforts to build genuinely inclusive societies of equal citizens. Finding ways to overcome this problem is a major challenge facing virtually every society around the world. The Politics of Reconciliation in Multicultural Societies focuses on two parallel intellectual and political movements that have arisen to address this challenge: the 'politics of reconciliation', with its focus on reparations, truth-telling and healing amongst former adversaries, and the 'politics of difference', with its focus on the recognition and empowerment of minorities in multicultural societies. Both the politics of reconciliation and the politics of difference are having a profound impact on the theory and practice of democracy around the world, but remarkably little has been written about the relationship between them. This book aims to fill that gap. Drawing on both theoretical analysis and case studies from around the world, the authors explore how the politics of reconciliation and the politics of difference often interact in mutually supportive ways, as reconciliation leads to more multicultural conceptions of citizenship. But there are also important ways in which the two may compete in their aims and methods. The Politics of Reconciliation in Multicultural Societies is the first attempt to systematically explore these areas of potential convergence and divergence.
