Updated as of May 29, 2018 To minimize the risk of serious adverse health consequences or death from consumption of contaminated produce, the Food and Drug Administration (FDA or we) is establishing science-based minimum standards for the safe growing, harvesting, packing, and holding of produce, meaning fruits and vegetables grown for human consumption. FDA is establishing these standards as part of our implementation of the FDA Food Safety and Modernization Act. These standards do not apply to produce that is rarely consumed raw, produce for personal or on-farm consumption, or produce that is not a raw agricultural commodity. In addition, produce that receives commercial processing that adequately reduces the presence of microorganisms of public health significance is eligible for exemption from the requirements of this rule. The rule sets forth procedures, processes, and practices that minimize the risk of serious adverse health consequences or death, including those reasonably necessary to prevent the introduction of known or reasonably foreseeable biological hazards into or onto produce and to provide reasonable assurances that the produce is not adulterated on account of such hazards. We expect the rule to reduce foodborne illness associated with the consumption of contaminated produce. He discusses behavior patterns of farmers and consumers as they relate to the farm economy, and the role of government in the farm industry and in the lives of farmers. Professor Cochrane emphasizes that there is no perfect solution to the farm problem but he provides the information and analyses from which the reader can gain a better understanding of the issues. Sixteen photographic illustrations show old and new methods of farming and types of equipment. There are also a number of charts, graphs, and tables. Willard W. Cochrane is dean of international programs and a professor of agricultural economics at the University of Minnesota. He was director of agricultural economics in the U.S. Department of Agriculture and economic adviser to the Secretary of Agriculture from 1961 to 1964, and served as agricultural adviser to John F. Kennedy during the 1960 presidential campaign. He is the author also of Farm Prices: Myth and Reality.

Book excerpt: This study forms part of a greater project, New South–South Development Trends and African Forest, carried out in Gabon, Mozambique and Cameroon. In Mozambique, the project focused on the Brazilian– Japanese–Mozambican trilateral program ProSavana. At the time the study began, there was little information or previous work on the topic. This paper should therefore be treated as a scoping study. During the course of this scoping study, only a few papers based on field research were published, and the initial findings of this study are largely in line with this research. This paper supplements the existing literature by adding depth from field interviews in Nampula and Zambezia as well as an examination of the draft ProSavana reports, which became available in May 2013. This paper finds large misconceptions about what the ProSavana program is and what agrarian models will be implemented under the program. The ProSavana program team’s inadequacy in effectively communicating the program’s mission, methods and content has led civil society to look to PROCEDER for clues as to how ProSavana will play out in Mozambique. However, the findings from field visits, interviews with a range of stakeholders and a review of ProSavana project documents reported in this paper are that ProSavana will not be a replica of PROCEDER and the strategies proposed do align well with Mozambique’s agrarian strategy, known as PEDSA, and by extension the Comprehensive African Agriculture Development Programme (CAADP). ProSavana must therefore be evaluated on its own merit.

Book excerpt: Fishing continues to be the most energy-intensive food production method in the world today, and it depends almost completely upon oil fuel-based internal combustion engines. There are as yet no signs of any other energy source that could substitute the internal combustion engine in either the medium or short term. The industry continues to be exposed to global fuel prices and it cannot be assumed that these will remain stable indefinitely. Small-scale fisheries account for nearly half of the world's fish production and, although they are generally more labour-intensive than larger industrial fisheries, they are increasingly affected by energy costs. In developing countries, in spite of the energy conservation initiatives of the 1980s (subsequent to the dramatic rise in the cost of fossil fuels), mechanization continues to increase. Fuel costs have ever more influence not only on consumer prices but also on fishermen's and boat owners' net incomes. When levels of employment and cost-sharing systems are considered, it becomes even more important from a social perspective to improve and maintain energy efficiency within small-scale fisheries. This guide presents information on the key technical areas that affect energy efficiency, but only part of the information presented herein will be applicable to any particular fishing situation. The guide is not a result of new original fieldwork but draws on much of the research and experience of the past two decades, updated where possible to include new technical developments. The guide is divided into two major sections: the first relates to changes in operational techniques rather than changes in technology; the second presents information of relevance to vessel operators who are either considering the construction of a new vessel or overhauling and re-equipping an existing vessel.

Book excerpt: The International Development Law Organization (IDLO) and the Center for International Forestry Research (CIFOR) assessed the legal frameworks that govern land-use activities and investments in Mozambique. Mozambique’s legal framework for environmental management is well developed, and recent legal reforms have strengthened key public interest safeguards. Similarly, the country has established a comprehensive framework for investment through the Investment Law and Investment Promotion Centre (CPI), and enshrined in the Land Law the right to the use and benefit of land (DUAT). The Environmental Impact Assessment (EIA) process places public consultation at the heart of effective environmental management. It extends participation to a broad spectrum of stakeholders at an early stage, allowing, in theory, substantial influence over the design and implementation of the EIA process. The National Council for Sustainable Development (CONDES) and the Ministry for Environmental Coordination (MICOA) have not managed, however, to influence high level government policy decisions and push convincingly for a sustainable development agenda.
