Book excerpt: Studienarbeit aus dem Jahr 2019 im Fachbereich Politik - Thema: Deutsche Außenpolitik, Note: 1,3, Ludwig-Maximilians-Universität München (GSI), Sprache: Deutsch, Abstract: Diese Arbeit soll einen Beitrag dazu leisten, den Zusammenhang zwischen einer sorgfältigen Evaluierungsarbeit in der Entwicklungszusammenarbeit (EZ) und der Wirksamkeit der „guten Regierungsführung“ herzustellen und den Bedarf einer nachhaltigen Evaluierungspraxis durch die deutschen Durchführungsorganisationen (DOs) zu erläutern. Dazu wird sich im ersten Teil der Arbeit der Theorie des Good Governance-Konzepts angenähert, um deren Anwendungsgebiet nachfolgend erst auf die EZ im Allgemeinen und anschließend speziell für die deutsche EZ zu erweitern. Der zweite Teil der Arbeit bezieht sich im Folgenden auf die Wirkungsevaluierung in der IZ und stellt die Bewertungspraxis in der deutschen EZ vor. Anhand des Berichtes von Noltze et al. über die Nachhaltigkeit in der deutschen EZ wird abschließend die Arbeit der beiden großen DOs nochmal näher dargestellt, miteinander verglichen und darüber auch Grenzen innerhalb der Evaluierung aufgezeigt. „Die Zweifel an der Wirksamkeit der Entwicklungszusammenarbeit, die in der Alltagssprache immer noch „Entwicklungshilfe“ genannt und deshalb mit allerlei Erwartungen überfrachtet wird, werden nicht nur von dem mehr oder weniger gut informierten und seriösen medialen Diskurs, sondern auch von vielen Wissenschaftlern aus verschiedenen Disziplinen genährt“. Mit dieser Aussage beschrieb Nuscheler bereits im Jahr 2008 die damals kontrovers geführte und heute immer noch aktuelle Debatte über die Wirksamkeit und dem damit suggerierten Erfolg von Entwicklungspolitik. Vor dem Hintergrund des gewachsenen Stellenwerts von EZ und der bisher gemischten Bilanz in der Zielerreichung der UN-Entwicklungsziele, stellt sich die Frage der Überprüfung des Erreichten und des Lernens aus Fehlern stärker denn je. Gerade in einem mit neuer Relevanz versehenen und gleichzeitig umstrittenen Politikfeld wie der EZ ist die Gefahr politisch motivierter Fehlbewertungen sehr hoch. Im politischen Wettbewerb neigen die Akteure jedweder Couleur dazu, etwaigen Politiken Wirkungen zu unterstellen oder abzusprechen. Damit ist der Bedarf für eine unabhängige und neutrale Bewertung von Wirkungen klar formuliert, denn nur so ist eine informierte Öffentlichkeit herstellbar und mithin demokratische Meinungsbildung möglich.

Yet, there is scanty empirical evidence on the actual application of the principles of good governance in the structure and operation of public sector institutions and its outcome, particularly in the tax administration system. Hence, purpose of this study is to investigate the measures taken to institutionalize the principles of good governance within the Ethiopian Revenues and Customs Authority (ERCA). More specifically, the study assessed the level of conceptual understanding and commitment to the principles of good governance, measures taken to create ownership of the principles; the extent to which the ERCA put in place organizational policies, standards, strategies and structures to institutionalize good governance, and measures taken to improve human resource capacity to implement the principles of good governance. In terms of scope, the study focuses on the assessment and collection of taxes from category "C" taxpayers in selected sub-city branches of the ERCA. The research is essentially a case study that uses quantitative and qualitative data gathered from primary and secondary sources to inform its findings. The bulk of the data for this study was generated from primary sources namely, the leadership and staff of the ERCA and category 'c' taxpayers as clients of the Authority. The study accessed these informants through key informant interviews, knowledge, attitude and perception (KAP) questionnaires and survey questionnaires. The research also utilized secondary sources in the form of documentation on the activities of the ERCA.
