To be the leader in this competitive climate, a defense manufacturing enterprise will require up-to-date capabilities, which include improvements in materials processing, among other things. Also, national and international efforts to mitigate environmentally harmful effects of industrial processes and to improve decision making for handling and disposing of industrial contaminants adds additional requirements for any future efforts. The objective of retaining high-value materials-related manufacturing as a key national competitive capability implies a number of factors. The value of specific manufacturing capabilities could be defined not only in terms of criticality to defense systems but also in relation to technology and knowledge content, importance as a supplier to other industries, and importance to U.S. exports. Requested by Department of Defense (DoD) communities, the National Academies of Sciences, Engineering, and Medicine held a workshop in March 2015 to further explore materials and manufacturing processes. The participants explored changes in the global R&D landscape, technology awareness mechanismsâ€"both DoD's mechanisms and other modelsâ€"and collaboration models and issues in R&D. This publication summarizes the presentations and discussions from the workshop.

They include changes in the innovation process, flexibility to outsource certain innovation activities, and by far, the most important one, wider choice in the location of innovation. What caught the most attention of is the trend towards globalization of research and development (R&D) and thereby performance of innovation activities away from the home countries. The main concerns relate to the two new trends: First, the multinational corporations (MNCs) locating strategic innovation activities in some countries outside the industrialized world, which can be referred to as ‘emerging economies’; and Second, since 2000, some companies from the emerging economies have started entering the global markets with innovative products and services, developed through their own R&D. Both these new developments have managerial implications for companies and policy implications for the host countries (where such R&D is performed), as well as for the home countries of the companies. Further, innovative products and services resulting from R&D activities in emerging economies seem to better address the needs of consumers at the bottom-of-the-pyramid in other developing countries. This book explores and analyzes these issues. This research presented in Global Innovation in Emerging Economies is applicable to both the industrialized and developing worlds, although from different perspectives – the former would like to prevent relocation of R&D from their countries, and the latter want more of R&D-related investments.

The studies in this volume explore the implications of the recent rise of a number of developing economies as locations of important foreign direct investment projects in research and development. The issues addressed include the use of foreign direct investment versus contractual channels in acquiring innovative capacities in developing countries, the potential links of transnational corporations' research and development activities with the local innovation system of host countries, the likelihood of research and development spreading to new developing locations, and the kinds of host country policies that can facilitate diffusion of technologies from foreign affiliates activities to the local economy. This publication is a collection of the written submissions presented by scholars and experts at an UNCTAD Expert Meeting on FDI in Research and Development held in January 2005. The overview chapter is based on a note prepared by the UNCTAD secretariat for that meeting. The Chairperson's summary of the discussion at the Expert Meeting is also included, reflecting the diversified views expressed by scholars and experts from Governments. Despite divergences in views, there was general agreement among scholars and experts that active policies by governments could play a leading role in creating and facilitating the right conditions to attract and benefit from foreign direct investment in research and development.
