As a result, the relative U.S. position in a number of MSE subfields is in a state of flux. To understand better this trend and its implications for the U.S. economy and national security, the Department of Defense (DOD) asked the NRC to assess the status and impacts of the global spread of MSE R&D. This report presents a discussion of drivers affecting U.S. companies' decisions about location of MSE R&D, an analysis of impacts on the U.S. economy and national security, and recommendations to ensure continued U.S. access to critical MSE R&D.

Book excerpt: Emerging economies, social and political transitions, and new ways of doing business are changing the world dramatically. To be the leader in this competitive climate, a defense manufacturing enterprise will require up-to-date capabilities, which include improvements in materials processing, among other things. Also, national and international efforts to mitigate environmentally harmful effects of industrial processes and to improve decision making for handling and disposing of industrial contaminants adds additional requirements for any future efforts. The objective of retaining high-value materials-related manufacturing as a key national competitive capability implies a number of factors. The value of specific manufacturing capabilities could be defined not only in terms of criticality to defense systems but also in relation to technology and knowledge content, importance as a supplier to other industries, and importance to U.S. exports. Requested by Department of Defense (DoD) communities, the National Academies of Sciences, Engineering, and Medicine held a workshop in March 2015 to further explore materials and manufacturing processes. The participants explored changes in the global R&D landscape, technology awareness mechanismsâ€"both DoD's mechanisms and other modelsâ€"and collaboration models and issues in R&D. This publication summarizes the presentations and discussions from the workshop.

Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, there have been significant changes in the way corporate innovation activities are performed. They include changes in the innovation process, flexibility to outsource certain innovation activities, and by far, the most important one, wider choice in the location of innovation. What caught the most attention of is the trend towards globalization of research and development (R&D) and thereby performance of innovation activities away from the home countries. The main concerns relate to the two new trends: First, the multinational corporations (MNCs) locating strategic innovation activities in some countries outside the industrialized world, which can be referred to as ‘emerging economies’; and Second, since 2000, some companies from the emerging economies have started entering the global markets with innovative products and services, developed through their own R&D. Both these new developments have managerial implications for companies and policy implications for the host countries (where such R&D is performed), as well as for the home countries of the companies. Further, innovative products and services resulting from R&D activities in emerging economies seem to better address the needs of consumers at the bottom-of-the-pyramid in other developing countries. This book explores and analyzes these issues. This research presented in Global Innovation in Emerging Economies is applicable to both the industrialized and developing worlds, although from different perspectives – the former would like to prevent relocation of R&D from their countries, and the latter want more of R&D-related investments.

Book excerpt: The volume focuses on the issue of globalization of research and development (R&D) in China. China has become the number one choice of R&D for multination corporations (MNCs), according to a recent survey. Many of the largest MNCs in the world, such as Microsoft, GE, GM, HP, Motorola, and Lucent, among hundred of others, have established R&D facilities. The phenomenon has become a hot issue among policy debates in many countries regarding job outsourcing, national and regional competitiveness, and China. This book examines the issue of foreign R&D, particularly, those from MNCs in China: the drivers, missions, locations, management challenges, policies, and implications for China’s innovation system. This book was previously published as a special issue of the Asian Pacific Business Review.

Book excerpt: The studies presented in this volume elaborate key issues related to the globalization of research and development and its implications for developing countries. Firms establish such operations in developing locations with the aim of accessing the skills of the host economies, adapting products to local markets and reducing their costs, in response to competitive pressures, technological changes and a more liberal trade and investment environment. The studies in this volume explore the implications of the recent rise of a number of developing economies as locations of important foreign direct investment projects in research and development. The issues addressed include the use of foreign direct investment versus contractual channels in acquiring innovative capacities in developing countries, the potential links of transnational corporations' research and development activities with the local innovation system of host countries, the likelihood of research and development spreading to new developing locations, and the kinds of host country policies that can facilitate diffusion of technologies from foreign affiliates activities to the local economy. This publication is a collection of the written submissions presented by scholars and experts at an UNCTAD Expert Meeting on FDI in Research and Development held in January 2005. The overview chapter is based on a note prepared by the UNCTAD secretariat for that meeting. The Chairperson's summary of the discussion at the Expert Meeting is also included, reflecting the diversified views expressed by scholars and experts from Governments. Despite divergences in views, there was general agreement among scholars and experts that active policies by governments could play a leading role in creating and facilitating the right conditions to attract and benefit from foreign direct investment in research and development.

Available in PDF, EPUB and Kindle. Book excerpt: In the provocative opening essay Kenway and Fahey explore ways in which the notion of the imagination itself might be mobilized by researchers. They are encouraged to develop 'defiant' global imaginations and communities with the capacities to think, 'be' and 'become' differently in a world of research increasingly governed by rampant reductionist rationality. To support this view there follows a series of detailed interviews with some of the world's leading intellectuals where the editors explore what it might mean to globalize the research imagination. The interviewees, Arjun Appadurai, Raewyn Connell, Doreen Massey, Aihwa Ong, Fazal Rizvi and Saskia Sassen, are foremost in their research fields and their views related here are both influential and inspirational. This thought-provoking book for students and researchers identifies and critically interrogates the various ways in which globalization reshapes research investigates the challenges that globalization poses for the social sciences and humanities creates an understanding of how globalization is transforming the practice of research and doctoral research training Progressive researchers in the social sciences and humanities urgently need to decide for themselves how best to globalize research methodologies and communities, and this book will be an invaluable resource for them.

Book excerpt: Authored as a result of a remarkable collaboration between indigenous people's own leaders, other social activists and scholars from a wide range of disciplines, this volume explores what is happening today to indigenous peoples as they are enmeshed, almost inevitably, in the remorseless expansion of the modern economy and development, at the behest of the pressures of the market-place and government. It is particularly timely, given the rise in criticism of free market capitalism generally, as well as of development. The volume seeks to capture the complex, power-laden, often contradictory features of indigenous agency and relationships. It shows how peoples do not just resist or react to the pressures of market and state, but also initiate and sustain "life projects" of their own which embody local history and incorporate plans to improve their social and economic ways of living.

Available in PDF, EPUB and Kindle. Book excerpt: It has become clear that over the past few decades enterprises not only produce and sell abroad but increasingly also develop goods and services outside their home countries; a development now known as the internationalisation of business R and D. This book presents a comprehensive picture of the current state of internationalisation of R and D in the business sector. The contributors explore key patterns of the internationalisation of R and D across various countries and sectors using case studies to underpin empirical evidence. They examine the drivers of the process, revealing the impacts of R and D internationalisation on both home and host countries using both qualitative and quantitative analysis. Topics discussed include: * Why firms locate R and D activities abroad * Data availability, quality and comparability * The role of the EU and the US in the internationalisation of R and D * Country-level factors such as size, workforce and FDI as determinants of R and D internationalisation * Impacts of R and D internationalisation on home and host countries. This book will prove an insightful read for academics, researchers and students with an interest in economics - particularly the economics of innovation - business and management, and science and technology. It will also prove a valuable resource for R and D policymakers and public administrators.
