Book excerpt: Although economists have long advocated the use of economic instruments in the implementation of environmental policy, they have only recently gained acceptance. There is a growing consensus within the European Union that both Member States and the environment would benefit from the use of such incentive-based economic instruments. Environment, Incentives and the Common Market has been written by members of the Study Group on the Environment and Economics of the National Environmental Forum, which includes economists and social scientists from all the major Dutch universities and research institutes. The book covers a wide range of topics on the use of taxation and tradeable permits in a variety of abatement policies. It concludes with comments on political feasibility.

Book excerpt: Why the traditional “pledge and review” climate agreements have failed, and how carbon pricing, based on trust and reciprocity, could succeed. After twenty-five years of failure, climate negotiations continue to use a “pledge and review” approach: countries pledge (almost anything), subject to (unenforced) review. This approach ignores everything we know about human cooperation. In this book, leading economists describe an alternate model for climate agreements, drawing on the work of the late Nobel laureate Elinor Ostrom and others. They show that a “common commitment” scheme is more effective than an “individual commitment” scheme; the latter depends on altruism while the former involves reciprocity (“we will if you will”). The contributors propose that global carbon pricing is the best candidate for a reciprocal common commitment in climate negotiations. Each country would commit to placing charges on carbon emissions sufficient to match an agreed global price formula. The contributors show that carbon pricing would facilitate negotiations and enforcement, improve efficiency and flexibility, and make other climate policies more effective. Additionally, they analyze the failings of the 2015 Paris climate conference. Contributors Richard N. Cooper, Peter Cramton, Ottmar Edenhofer, Christian Gollier, Éloi Laurent, David JC MacKay, William Nordhaus, Axel Ockenfels, Joseph E. Stiglitz, Steven Stoft, Jean Tirole, Martin L. Weitzman

Book excerpt: This book reviews taxing choices to protect the local and global environment and preserve and sustain natural resources. Alternative economic instruments such as carbon taxes and tradable permits to combat global climate change are also examined. Strategies and practices for the managing and sharing of revenues from natural resources are highlighted. Also, roles of various orders of government in managing, taxing, and sharing natural resources in selected countries are documented to highlight the impact of such division of responsibilities in preserving natural resources and the environment. The susceptibility of resource revenue dependent economies to corruption and malfeasance, and the Dutch disease, is also highlighted. This book could serve as a supplementary reference book for graduate and undergraduate courses and as a sourcebook for journalists, researchers, policymakers, and government practitioners.

Success was not easy, however, because rigid adherence to the exchange rate rule many times resulted in strong overvaluation of the currency and balance- of- payments problems before stabilization was finally secured.

Available in PDF, EPUB and Kindle. Book excerpt: A whole host of motivations are driving the development of the “renewables” industry— ranging from the desire to develop sustainable energy resources to the reduction of dangerous greenhouse gases that contribute to global warming. All energy utilized on the earth is ultimately derived from the sun through photosynthesis—the only truly renewable commodity. As concerns regarding increasing energy prices, global warming and renewable resources continue to grow, so has scientific discovery into agricultural biomass conversion. Plant Biomass Conversion addresses both the development of plant biomass and conversion technology, in addition to issues surrounding biomass conversion, such as the affect on water resources and soil sustainability. This book also offers a brief overview of the current status of the industry and examples of production plants being used in current biomass conversion efforts.

Book excerpt: Efficiency and Equity of Climate Change Policy is a comprehensive assessment of the economic effects of climate change policy, addressing the issues with a quantitative modelling approach. The book thus goes beyond the usual statements on the efficiency of economic instruments to identify the way gains and losses are distributed; who gains and who loses. Both the costs and benefits of climate change policies are analyzed. Most papers also provide useful information on the economic features of the Kyoto Protocol, its possible extensions, and the effect of different implementation strategies (such as the debate on emissions trading ceilings). Readership: Scientists and policy makers, students and specialists in climate related industries, members of NGOs, and policy advisors.

Available in PDF, EPUB and Kindle. Book excerpt: Since economic reforms began in 1978, China has been a focal point for observing the effects of market liberalisation. China has not only truly become one of the ‘emerging giants’ in the world economy but also provided a successful example for transition from a centrally-planned to a market economy. Thus, there is a keen interest about what lies ahead for such a significant economic player. Dilemmas of China’s Growth in the Twenty-First Century is a comprehensive treatment of China’s economic achievements to date and prospects for the twenty-first century. Covering topics as diverse as economic stability and growth sustainability, WTO membership and its implications, income disparity, agricultural policy, trade and investment prospects, Dilemmas of China’s Growth in the Twenty-First Century is a powerful work and essential guide to the latest trends and prospects for the Chinese economy. This work, originally published by Asia Pacific Press, is reproduced here in the interests of maintaining open access to high-quality academic works no longer in print.

Available in PDF, EPUB and Kindle. Book excerpt: Rethinking Risk and the Precautionary Principle challenges the claim that the precautionary principle is an appropriate guide to public policy decision-making in the face of uncertainty. The precautionary principle is frequently invoked as a justification for regulating human activities. From bans on the use of growth hormones in cattle to restrictions on children's playground activities, precautionary thinking seems to be taking over our lives. As the contributors to this book show, such an approach is of dubious utility and may even be counterproductive. This is a timely and important contribution to the debate on how to manage risk in the modern world. The editor, Julian Morris, is Director of the Environment and Technology Programme at the Institute of Economic Affairs in London. He has written widely on issues relating to environmental protection and technological development. Up to date discussion of current issues and scientific controversies Challenges the claim that the 'precautionary principle' is an appropriate guide to public policy decisions
