Available in PDF, EPUB and Kindle. Book excerpt: Law enforcement alone cannot implement and advance community policing. Community leaders, researchers, and police officials recognize the need for a strong, well-articulated role for community members in community policing efforts. They know that the police cannot substantially impact crime by themselves, so they advocate for the community to act as a full partner in preventing and responding to problems. Community involvement and collaboration is an integral part of any long-term, problem-solving strategy. At the most basic level, the community provides law enforcement agencies with invaluable information on both the problems that concern them and the nature of those problems. The Collaboration Toolkit for Law Enforcement: Effective Strategies to Partner with the Community is designed to help law enforcement initiate partnerships within their communities to collaborate on solving crime problems at the neighborhood level. The goal of this toolkit is to help law enforcement agencies accomplish the following objectives: strengthen partnerships between them and the community; enhance the community's role as a partner in crime-reduction efforts; identify and address social issues that diminish the quality of life and threaten public safety in communities; and link those in need to services and resources that currently exist in the community.

Available in PDF, EPUB and Kindle. Book excerpt: A team of expert contributors provides an in-depth exploration of police use of force, firearms, and less-than-lethal weapons from a dozen countries across five continents. Police Use of Force: A Global Perspective is a fascinating, international exploration of police use of force, firearms, and less-than-lethal weapons in nations around the world. The book is comprised of three sections: the first focuses on the use of force generally, the second explores firearms and deadly force, and the final section considers less-than-lethal weapons, including pepper spray, TASERs, and other emerging technologies currently on the horizon. The essays gathered here will provide readers with an understanding of the vast differences in how police use force in various countries, as well as why police use force differently under different forms of government. Topics covered include use-of-force definitions, training procedures, policy issues, abuse of police authority, use of force during interrogations, and the use of firearms by armed and unarmed police forces. Finally, there is an essay focusing on how shooting and killing a suspect impacts an officer in the months and years that follow.

Book excerpt: Training police in the knowledge and skills necessary to support the rule of law and protect the public is a substantial component of the activities of international organizations that provide foreign assistance. Significant challenges with such training activities arise with the wide range of cultural, institutional, political, and social contexts across countries. In addition, foreign assistance donors often have to leverage programs and capacity in their own countries to provide training in partner countries, and there are many examples of training, including in the United States, that do not rely on the best scientific evidence of policing practices and training design. Studies have shown disconnects between the reported goals of training, notably that of protecting the population, and actual behaviors by police officers. These realities present a diversity of challenges and opportunities for foreign assistance donors and police training. At the request of the U.S. State Department's Bureau of International Narcotics and Law Enforcement Affairs, the Committee on Law and Justice of the National Academies of Sciences, Engineering, and Medicine examined scientific evidence and assessed research needs for effective policing in the context of the challenges above. This report, the second in a series of five, responds to the following questions: What are the core knowledge and skills needed for police to promote the rule of law and protect the population? What is known about mechanisms (e.g., basic and continuing education or other capacity building programs) for developing the core skills needed for police to promote the rule of law and protect the population?

Book excerpt: Globalization has had a sharp impact on the definition of ‘national security,’ as the interconnectedness of many threats calls for them to be addressed at the national and global level simultaneously. Law enforcement efforts must increasingly include elements of international and transnational communication and cooperation. Police forces in different countries must find common ways to share data and track international crime trends. This timely work analyzes key challenges confronting the law enforcement community, with regards to international crime, particularly illegal trafficking and terrorism. The contributions in this volume are the result of a series of workshops that brought together international law enforcement officials, researchers, and representatives from intergovernmental organizations (IGOs) and non-governmental organizations (NGOs), to examine the need for international police cooperation, the specific challenges this presents, and to propose solutions. This work will be of interest to researchers in law enforcement, criminal justice, crime prevention, and international relations.

Examining the history of ethics, codes, and legislation relating to public service, this volume: Provides timely coverage of current police and public service controversies Discusses important new mechanisms of accountability, including comprehensive use-of-force reporting, citizen complaint procedures, early intervention systems, and police auditors Presents real-life situations faced by those within public service, encouraging discussion and debate Incorporates news stories throughout the text to demonstrate the diverse scope of ethical issues within the public service workplace Includes a list of Web sites to facilitate further research Each chapter begins with learning objectives to emphasize active rather than passive learning, along with key terms for readers to assimilate. Many chapters contain Ripped from the Headlines current event examples that demonstrate actual scenarios involving the issues discussed within the chapter. Case studies and summations further assist readers in comprehending the material, along with sections offering insight from public servants specializing in a particular area.
