Book excerpt: In the coming decades, East Asian economies must face the challenges of an increasingly globalized marketplace. This book explores the changing parameters of competition in East Asia, and argues that success ultimately will depend on the ability of the region's firms to harness the potential of global production networks and to build their own innovative capability. Presenting the latest findings on global production networks and the evolution of technological capabilities, it provides researchers, students, and policymakers with in-depth information and analysis on key issues related to growth and development in East Asia. East Asian firms must not only achieve greater efficiency but also become more innovative, offering differentiated products in order to vie with other first-tier suppliers of multinational corporations. These firms will also need to develop a technological edge if they are to compete with corporations from the leading OECD countries and form their own global production networks. 'Global Production Networking and Technological Change in East Asia' argues that a development strategy linked to technological advance will be necessary to foster the growth of innovative national firms that can remain competitive in global markets.

Book excerpt: Using an analytical framework of the global production network (GPN), the present paper examines the external environment and the internal dynamics of China's integrated circuit (IC) industry. We analyze the transition of China's IC industry from a state-led integrated device manufacturers' model to deeper integration into the GPN. We also explore the technological sources, the upgrading dynamics as well as the positioning of different nodes of China's IC industry in the GPN. We conclude that the East Asia model of gradual industrial upgrading might not apply anymore in the new era of GPN. High-technology industries can now be upgraded based on a parallel evolution model. Policy implications for China's high-technology industrial upgrading strategies are drawn from our analysis.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines industrial upgrading in China’s Pearl River Delta (PRD), with a specific focus on how strategic coupling impacts industrial upgrading from the perspective of relational economic geography. It shows that firms in the PRD have been struggling after serving as low-tier suppliers and subcontractors for transnational corporations for two decades, since the 1980s opening reform in China. Indigenous innovation and direct state support have fostered the success of a few firms, but not the majority. In response, many local firms are now taking advantage of the opportunities to be found in global production networks, which link the PRD with the global economy. This book elaborates on how these opportunities are embedded and identified in global production networks with regard to different types of strategic coupling. It not only renews the theory of strategic coupling in economic geography, but also demonstrates potential strategies that latecomer firms can pursue, and which can have major implications for many developing countries and regions.

Available in PDF, EPUB and Kindle. Book excerpt: The global economic system is experiencing a profound period of rapid change. The emergence of globalised production and distribution systems, which bring together diverse constellations of economic actors through a complex regime of global corporate governance, state regulation and new international divisions of labour, demands corresponding and innovative explanatory models. Global value chains (GVCs) and global production networks (GPNs) have been particularly useful as conceptual frameworks for understanding the global market engagement of firms, regions and nations. This book examines the rise of GVCs and GPNs as dominant features of the international political economy. It brings together leading thinkers in the field and sets out new directions for future scholarship in understanding the contemporary global economic system. In doing so, this book makes a significant contribution to our understanding of the international political economy and the global economic system in the post-Washington Consensus era of contemporary capitalism. This book was published as a special issue of the Review of International Political Economy.

Book excerpt: This book examines China’s new development policies, which seek to reposition China from export platform for a diverse array of low-cost consumer goods to technological leader in sectors linked to advanced manufacturing, artificial intelligence, electric vehicles, e-commerce, and new internet-related production networks oriented to China’s large domestic market. Focusing on the post-2010 period, the book shows how China’s central government programs and reforms (“upgrading from above”) are coupled with a wide variety of local government policies, firm strategies, and domestic economy shifts (“upgrading from below”) that link China’s top-down programs into industrial growth on the ground. Placing China’s current development push within a global value chain (GVC) context shows how Chinese development strategies and the global economy remain intertwined. This volume brings together international GVC experts and China-based researchers who have carried out detailed fieldwork and industry specific quantitative analyses of GVCs and development with important implications for policymakers in both developed and developing economies.

Available in PDF, EPUB and Kindle. Book excerpt: In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan’s Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays. Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.

Book excerpt: This book brings together the work of international economist, labour economists and sociologists in a far-reaching study of global production networks and the challenges they pose for developing country workers. A number of both empirical and theoretical questions are addressed and answers are provided by drawing on a variety of examples - from China to Mexico to South Africa to Eastern Europe. The studies show that globalized production creates a new set of challenges to economic development for entrepreneurs, workers, governments and international organizations.

Book excerpt: This book examines suitable approaches to and makes policy suggestions on China’s industrial upgrading according to the requirements of the transformation of economic growth. It is divided into two major parts, the first of which provides an in-depth analysis of the impact that transforming economic growth will have on industrial development, particular regarding export policy adjustments, the rise of labor wages, and the development of a low-carbon economy, offering valuable insights into the difficulties entailed by the transformation process. In turn, Part II discusses the paths chosen for China’s industrial upgrading, examines its past failures and current orientation, and puts forward corresponding policy suggestions for the future.
