However, clusters are not static but evolve in response to technology and competition. This process has garnered interest from scholars and from practitioners, with the focus primarily on local linkages and networks. Although global knowledge ties have the potential to fuel innovation, scant attention has been given to global knowledge connectivity in the context of cluster evolution. We analyze a comprehensive 30-year patent dataset (1975-2005) associated with the Akron industrial cluster in Northeast Ohio. The results also show that innovation in the cluster has survived in spite of a long-term decline in manufacturing activity and employment. The survival of innovation in the Akron cluster is driven by increasing specialization at the local level with an emphasis on technologies rather than products and growing connectedness to global innovation systems. A key implication of our study is the importance of anchor tenant multinational enterprises and research institutions in ensuring the persistence of local innovation through two key processes (a) orchestrating knowledge networks; and (b) spawning startup activity. We provide support for recent work in industrial marketing suggesting that network evolution has both deterministic and strategic aspects.

Some of the answers to these questions are rooted in the phenomenon of logistics clusters—geographically concentrated sets of logistics-related business activities. In this book, supply chain management expert Yossi Sheffi explains why Memphis, Singapore, Chicago, Rotterdam, Los Angeles, and scores of other locations have been successful in developing such clusters while others have not. Sheffi outlines the characteristic “positive feedback loop” of logistics clusters development and what differentiates them from other industrial clusters; how logistics clusters “add value” by generating other industrial activities; why firms should locate their distribution and value-added activities in logistics clusters; and the proper role of government support, in the form of investment, regulation, and trade policy. Sheffi also argues for the most important advantage offered by logistics clusters in today's recession-plagued economy: jobs, many of them open to low-skilled workers, that are concentrated locally and not “offshorable.” These logistics clusters offer what is rare in today's economy: authentic success stories. In the current global and knowledge-based economy, they can be characterised as knowledge factories and knowledge boosters. They feed the internal processes of innovation (collaborative innovation) or the external processes of innovation, created by the propagation effects that come from inter-firm collaboration. The book explains how innovation networks are at the origin of the production of new knowledge that will be transformed and used in common as well as in separated production processes. This characteristic of networks as knowledge factories gives incentives to further investment in the production of knowledge and ensures the cumulativeness of the innovation process. Some of the authors clearly take a territorial point of view and study how clusters (in different parts of the world: Europe, Eastern Asia and North America) propelled by the quality of the innovation networks they enclose, can be characterised as knowledge pools into which the local actors will be able to draw to reinforce their individual and collective competitiveness.
