L'eau est l'une de ces ressources dont la gestion pose problème à plusieurs endroits du globe. Dans les espaces semi-arides en Afrique la gestion de l'eau n'est pas seulement liée à sa disponibilité, mais aux choix des gestionnaires. Dans ces espaces, la problématique de l'eau est au premier plan à cause des méthodes de partage. Dans le delta et la vallée où le fleuve Sénégal garantit une disponibilité de l'eau pendant toute l'année, la Mauritanie et le Sénégal ont investi sur l'agriculture intensive. La modernisation des activités économiques est accompagnée d'une pression sur les ressources en eau et sur le foncier. De plus, le delta offre des potentialités écologiques avec la présence de plusieurs zones d'intérêt écologique sur ses deux rives. La gestion de l'eau est de plus en plus stratégique, car le maintien de certaines activités économiques comme l'agriculture en dépendent fortement. Chaque intervenant voulant imposer sa méthode, la gestion de l'eau du delta est sectionnée par endroit avec différents gestionnaires. Dans une telle situation, seule la gouvernance des ressources en eau offre les conditions nécessaires à la réussite d'une gestion efficace et équitable. Cette gouvernance passe par l'observatoire du delta qui aide à réorganiser la gestion de l'eau dans l'ensemble du delta. Il est important de trouver un consensus autour de la gestion de l'eau dans ce delta partagé du fleuve Sénégal. La gestion de l'eau pourra être décentralisée avec plus d'implication des usagers et des collectivités locales. Ainsi, l'observatoire du delta devient le cadre idéal pour discuter, se concerter et prendre les décisions pour la gouvernance des ressources en eau.

À mesure que l'observateur explore les conditions dans lesquelles ce défi peut être relevé, il découvre à quel point les problèmes et leurs solutions éventuelles se comprennent à un échelon local, tant la question de l'accès à l'eau en un point de la planète est différente, et relativement indépendante, de ce qu'elle peut être ailleurs. La question de l'eau est bien la plus complexe des problématiques du développement durable. Il en résulte que l'analyse de cette question mobilise un très large éventail de disciplines, et débouche sur une littérature gigantesque, que personne ne peut couvrir. Le champ de connaissances est tellement vaste qu'il devient difficile d'en avoir une perspective panoramique. De fait, il n'existe pas d'ouvrage présentant de manière claire et synthétique l'ensemble des enjeux de l'accès à l'eau et de sa gestion au 21e siècle. Societies around the world are challenged to adapt to these threats to ensure water security, economic prosperity and environmental and cultural sustainability. This book deals with the heritage of water management and the use that was made of water, as well as the impact of water management on heritage. An example of the former may be an ancient irrigation system in the Filipines or in the Middle East that still functions today, while the latter may reflect the importance of maintaining groundwater levels for the preservation of organic remains on archaeological sites or of wooden piles underneath standing buildings. In either case the papers in this book reflect the dynamic nature of water, and hence the equally dynamic relation between water management and heritage.
