Book excerpt: Los servicios públicos que los gobiernos locales ofrecen a sus ciudadanos suponen, en una parte importante, la garantía del bienestar y de la cohesión social de la comunidad. Las dificultades financieras que dichos gobiernos tienen para atender las crecientes necesidades, en particular en el ámbito de los servicios sociales, hace que sea necesario mejorar la eficiencia en la gestión de dichos servicios, lo que obliga a conocer bien los costes y rendimientos de su producción y a analizar con rigor el establecimiento de precios o tasas. Estos temas fueron tratados en la undécima edición del seminario sobre gestión pública local, organizado por la Escuela Universitaria Jovellanos y el Ayuntamiento de Gijón, con la colaboración del Gobierno del Principado de Asturias y la Asociación de Diplomados en Gestión y Administración Pública (adigap). Para su desarrollo, hemos estructurado nuestro estudio en cuatro capítulos. En el primero, ponemos de manifiesto la política de entidades locales existentes en el ordenamiento jurídico español, indicando sus correspondientes competencias. Dedicamos el segundo al análisis de distintos modelos de contabilidad de costes que se han tratado de implantar en diversos ámbitos de la Administración Pública Española. En el tercer capítulo, procedemos a acotar nuestro campo de observación, describiendo tanto las peculiaridades como el proceso productivo de los distintos servicios que van a ser objeto de análisis en el trabajo. Por último, dedicamos el cuarto capítulo a proponer un modelo que, aunque no formalizado técnico-económica que afecta de forma general a tales entidades y, en particular, a los servicios gestionados directamente por ellas.
