Book excerpt: In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

The Guadalquivir river flows westerly across southern Spain, with nearly all of its 57,017 km2 drainage area within the region of Andalusia. Water management issues in this semi-arid, heavily agricultural, but rapidly urbanizing region include drought exposure, water allocation, water quality, and in some areas, groundwater overdraft. A river basin agency (Confederacion Hidrografica del Guadalquivir, or CH Guadalquivir) has existed within the basin since 1927, but its responsibilities have changed substantially over its history. For much of its life, CH Guadalquivir's mission was water supply augmentation through construction and operation of reservoirs, primarily to support irrigation, under central government direction with little provision for water user participation. Following the Spanish political system's transformation and Spain's accession to the European Union, water law and policy changes greatly expanded CH Guadalquivir's responsibilities and restructured it to incorporate representation of some basin stakeholders. Although the basin agency's accomplishments in reservoir construction have been prodigious, its record of performance with respect to its newer responsibilities has been mixed, as have perceptions of its openness and responsiveness to basin interests other than irrigators. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. Book excerpt: The complex interactions between water resources, land-use change and water technologies are a major issue in many emerging countries of Southern America. Usable water resources are affected by natural conditions, such as, strong seasonal contrasts and high climatic variability, and rapid changes of land use and land cover that is caused by the dramatic expansion of agricultural land and urbanization processes. So far, the effects of the changing climate have had minor effects on water resources. Although regional data is rather scarce, global climate models predict substantial changes of climatic conditions in the future. A further pressure is that demand for water supply and waste water, both in terms of amount and spatial expansion, is increasing rapidly due to higher population densities caused by natural population growth and migration as well as higher per capita consumption. Integrated Water Resource Management in Brazil aims to present the results of the joint project IWAS-AGUA DF which deals with problems, causes and solutions in water supply in scope of integrated water resource management in western Central Brazil. The basic idea of the IWRM approach to be presented is to show how natural conditions and human interference are interacting and how technologies as well as concepts might help to manage such water resource systems in a sustainable way. Book excerpt: In the continued quest for increased economic benefits from our water resources, numerous structures and operating policies for controlling the river flow have been built and implemented. These structures and associated operating policies can facilitate navigation; they can provide greater quantities of reliable water supplies to meet agricultural, industrial and municipal water demands; they can generate hydroelectric power and energy; and they can provide increased flood protection, recreation, and other benefits. Over the past half-century we have converted many of our rivers into engineered waterways. These straightened, often periodically dredged, engineered rivers are complete with dikes, reservoirs, weirs, and diversion canals. All this engineering has enhanced economic development. However, as rivers and their floodplains become stressed from the excessive use and misuse of their resources, their contribution to economic development can be threatened. Evidence of economic and ecological degradation, especially in relatively large river systems such as the Danube, the Mississippi, the Rhine, and the Volga, has increased our appreciation of beneficial roles natural aquatic and terrestrial ecosystems play in water quantity and quality management. We have recognized the need to pay more attention to letting nature help us regulate water quantity and quality rather than working against nature and its variabilities and uncertainties. Today there are efforts underway in many developed river basins to 'de engineer' or return these straightened and controlled rivers to a more natural state.
