Book excerpt: Objetiva mostrar o estágio em que se encontram os municípios brasileiros no tratamento das questões ambientais, analisando os instrumentos de gestão ambiental por eles utilizados, possibilitando a identificação das perspectivas, ressaltando os desafios a serem enfrentados. Apresenta a fundamentação teórica, os princípios e a base histórica e legal da gestão ambiental municipal, além dos mais importantes instrumentos de gestão local - legais, econômicos, administrativos e institucionais, além de caracterizar e justificar a adoção do método de investigação utilizado, bem como o questionário que serviu como instrumento de pesquisa, para obtenção dos dados e informações para o desenvolvimento do trabalho. De um universo de 5.498 questionários enviados aos municípios, foram respondidos 233, correspondendo, portanto, a 4,23% do total. Ao final foi feita a discussão e interpretação dos resultados, com vistas à averigüação das perspectivas para gestão ambiental municipal, à luz das considerações e recomendações elaboradas. O quadro da gestão ambiental dos municípios revelou a necessidade premente de transformação do modelo qua atualmente vem sendo adotado pelos governantes, bem como a importância de assumir novas estratégias de planejamento.

Most of the municipal solid waste mainly constitutes degradable materials, which represent a significant role in greenhouse gas emissions in urban localities. Integrated solid waste management approaches must be developed and improved to manage the increasing organic fractions of municipal solid waste, which helps to reduce greenhouse emissions with potential economic benefits. A sustainable management of municipal solid waste systems constitutes a promising and attractive trend to study current consumption behaviors responsible for waste generation, and to protect the global ecosystem. This book presents the management of municipal of solid waste, including recycling and landfill technologies. Moreover, composition and types of waste will be investigated. As a result, the most appropriate and feasible scenarios for the management of municipal solid waste are presented to provide the respected readership with the scientific background for sustainable development in these processes, which are increasingly supported by innovative methodologies for holistic assessment of process sustainability.

Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas.
