A colossal endeavor that absorbed billions and employed virtual armies of skilled workers, naval construction mobilized the nation's leading industrial enterprises in the shipbuilding, engineering, and steel industries to deliver warships whose technical complexity dwarfed that of any other weapons platform. Based on systematic comparisons with British, Japanese, and German naval construction, Thomas Heinrich pinpoints the distinct features of American shipbuilding methods, technology development, and management practices that enabled U.S. yards to vastly outproduce their foreign counterparts. Throughout the book, comparative analyses reveal differences and similarities in American, British, Japanese, and German naval construction. Heinrich shows that U.S. and German shipyards introduced electric arc welding and prefabrication methods to a far greater extent than their British and Japanese counterparts between the wars, laying the groundwork for their impressive production records in World War II. While the American and Japanese navies relied heavily on government-owned navy yards, the British and German navies had most of their combatants built in corporately-owned yards, contradicting the widespread notion that only U.S. industrial mobilization depended on private enterprise. Lastly, the U.S. government's investments into shipbuilding facilities in both private and government-owned shipyards dwarfed the sums British, Japanese, and German counterparts expended. Further, much, if not most, of this money will go abroad. Lost vessels are to be replaced either by purchase or by new constructions. Purchases will have to be mainly from abroad; new constructions will be both home and foreign. The attitude assumed in the Bill is that foreign vessels should be bought freely, save for general restrictions as to quality and price, since it is purely a question of increasing the German merchant fleet. Laas, however, thinks that some further restriction should be placed on foreign purchases and foreign orders, and that direct or indirect provision should be made to occupy German shipyards fully and to develop their capacity to a maximum. German mercantile yards have been inundated with Admiralty orders during the war. Mate rials and workmen are scarce and there will be a flood of repairs, overhauls and conversions to take precedence over new constructions after the war. On the other hand, foreign yards (particularly those in Scandinavia, Holland, North America and Japan) have been busy building cargo vessels during the war. They have acquired experience whilst making good profits, and they will be able to make quick and cheap deliveries after the war, thus competing severely with German yards. It is most important for Germany s economic revival that a large cargo tonnage be available as soon as possible after the war, but it is questionable whether temporary advantage in this respect should be purchased at the cost of permanent detriment to the German shipbuilding industry such as would be occasioned by Spending or so in foreign yards. This is quite apart from the effect of such expenditure in further depreciating the rate of exchange. Shipping and shipbuilding are most intimately interwoven in their prosperity and interests. Productive yards are no less essential than money to the reconstruction of German shipping, and Laas contends that statutory measures should be taken to ensure that German yards will be able to compete with foreign yards in the rapid production of cheap vessels directly after the war. By linking the histories of U.S. foreign policy, German business, and postwar Americanization, Wend demonstrates not just the impact of U.S. policy on West German reconstruction, but also the influence of local actors on the direction, implementation, and success of U.S. policies. The recovery of German shipbuilding meshed well with most of the Truman administration's critical foreign policy initiatives, including the Marshall Plan. As American commitments became globalized, the U.S. relied heavily on West German actors and their institutions for the successful implementation of its policies. In shipbuilding, this reliance strengthened the role of the industrial association, the vertical integration of shipyards with Ruhr industries, and awakened opposition of British and American interest groups. Although U.S. policies failed to alter this industry's structure, West Germans did accept the American production model in the reconfiguration of individual shipyards in the 1950s.
