Book excerpt: In order to understand Germany’s foreign policy towards the Gulf Region it is necessary to keep in mind that among all of its major institutions, political parties and foreign policy actors there is a broad consensus on a set of parameters best defined within three imperatives: “never again” (referring to historical legacies, especially the Holocaust); “never alone” (referring to multilateral approaches predominantly within a European Union [EU] and transatlantic context); and “with peaceful means only” (referring to Germany’s role model as a civilian power). All major political actors agree that this is the basis of German foreign policy in any part of the world, and certainly in the most sensitive area of the Greater Middle East. Furthermore, it is necessary to keep in mind that historical legacies – in particular German policies towards Israel – do play a predominant role and will probably continue to do so in the foreseeable future. In practical terms, however, there is no comprehensive policy towards the Greater Middle East. German foreign policy itself is divided into different approaches between the Maghreb, the Mashreq, and the Gulf region and it is, of course, implemented with the help of EU coordination whenever possible. Widespread reluctance to develop initiatives and approaches beyond a European context allow for a simple characterization—Germany’s foreign policy towards the Greater Middle East is still dominated by economic interest and only in very rare aspects by security or strategic considerations. From a general perspective, its lack of a coordinated strategic approach characterizes one of the central weaknesses of Germany’s foreign policy, which has become increasingly global over the last few years and should concentrate on developing a strategy specifically adapted to the needs of the region. However, expectations that such a policy will be eventually implemented can hardly be based on optimism. Germany’s Gulf region policy will continue to be dominated by historical legacies; a clearly felt partnership with (in less positive words, ‘dependency on’) the United States; Germany’s consolidation in EU integration; and by a preoccupation with economic issues (the debate about Iran’s nuclear program being the only marked exception). This paper explores legacies and parameters of German and EU policies towards the Arabian Gulf region and discusses necessary changes in order to expand mutual cooperation.

For analytical purposes, German and European policies towards Iran, Iraq and the GCC countries have to be investigated separately. Regarding Iran, the European consensus on the need to engage the Iranian leaderships has enabled Germany to pursue its interests in maintaining political cooperation and economic ties. Yet, the policy of "critical dialogue" had only very modest results, and it remains doubtful whether the recent British-French-German initiative concerning international safeguards on Iran's nuclear program will be successful. Concerning Iraq, Germany under the "Red-Green" government has abandoned its traditional role as an intra-European mediator between the independent French Middle East policy and the British position of close cooperation with the US. While a common position with France on the question of the legitimacy of military action against the Iraqi regime reflects intensive German-French cooperation on a broad range of European problems, it also marks the first time that the Federal Republic openly disagreed with the US on a matter of war and peace. With regard to the relations with the GCC countries, the strong US military presence will continue to put limits on the level of Germany's and the EU's influence. German and European policy-makers will have to take into account that the political elites of the Arab Gulf states will look toward Washington rather than Paris or Berlin for the foreseeable future. On the other hand, Germany's current energy policy, emphasizing the importance of renewable sources and suppliers from outside the Middle East, could further shift the focus of Germany's economic interests in the region toward expanding trade in a way that increases market shares for Germany's export-oriented economy, while not threatening the survival of domestic industries through competitive imports. Because of the significant impact the Gulf's oil resources have on the stability of the global energy market, Germany's economic well-being will ensure its continuing interest in the region.

They have seen the Iran-Iraq war from 1980-1988 and the two Gulf Wars with U.S. involvement, that made the Persian Gulf a highly volatile region. Historically, the actions taken by America in the region have been driven by mainly two interests: First, ensuring a continued flow of oil exports of the countries and second, preventing a regional hegemon dominating the politics of the Persian Gulf. These interests had been brought to paper with the Carter Doctrine in 1980 in light of the growing assertiveness of the Soviet Union in the Persian Gulf. Since 9/11, there is also the interest of counterterrorism and today, another power after the Soviet Union tries to seize regional hegemony. The Persian Gulf is now home to a country ruled by a regime that wants to destroy the Israeli state and supports terrorist organizations like Hezbollah and Hamas to further destabilize the region. Furthermore, unrest or even clashes between Sunnis and Shiites in the Persian Gulf countries are possible as they are either majority or minority in a state and oppressed by the antagonistic ruling group. Iran is the main representative of the Shiites, while the GCC countries are ruled by Sunni leaders. The goal of this paper will be to show awareness of the problems in the Persian Gulf, address U.S. interests in the region, identify threats to these interests and provide policy recommendations in how the United States should pursue its Foreign Policy in the Persian Gulf. As this analysis is written through the lens of the Chairman of the House Committee on Foreign Affairs the Foreign Policy perspective drawn out in this paper shall check the Presidents policy and be ultimately determined by and for the interests and well-being of the American people.

In December Soviet troops moved into Afghanistan, bringing the Soviets closer to the Gulf and the Indian Ocean. In the United States these events spurred the announcement of the Carter Doctrine and the creation of a new military command to handle Gulf crises. Yet the United States established no new fighting forces, and U.S. friends around the Gulf proved less willing than the shah of Iran to host a U.S. military presence. Thus debate has continued about whether and how the United States can secure important interests in the Gulf region. In this book Thomas L. McNaugher offers a military strategy that integrates U.S. forces into the security framework that already exists in the region. He suggests that the United States should encourage Jordan, Pakistan, Great Britain, and others to continue their historical involvement in Gulf security, especially in such areas as internal security where U.S. forces are no better equipped than theirs and where U.S. participation may undermine the legitimacy of local rulers. In turn, the United States should focus on protecting the oil-rich states of the Arabian peninsula from external attack and on deterring further Soviet encroachment in the region. These missions demand an increase in the agility, rather than the size, of U.S. forces. But the more important requirement, McNaugher argues, is for skillfully blending U.S. military strategy into a diplomacy that exploits, rather than needlessly upsets, regional security mechanisms.

Focusing on three Gulf states affected most by sectarian tensions—Bahrain, Saudi Arabia, and Kuwait—Wehrey identifies the factors that have exacerbated or tempered sectarianism, including domestic political institutions, the media, clerical establishments, and the contagion effect of external regional events, such as the Iraq war, the 2006 Lebanon conflict, the Arab uprisings, and Syria's civil war. In addition to his analysis, Wehrey builds a historical narrative of Shi'a activism in the Arab Gulf since 2003, linking regional events to the development of local Shi'a strategies and attitudes toward citizenship, political reform, and transnational identity. He finds that, while the Gulf Shi'a were inspired by their coreligionists in Iraq, Iran, and Lebanon, they ultimately pursued greater rights through a nonsectarian, nationalist approach.
