Book excerpt: Scholarship on the history of West Germany's educational system has traditionally portrayed the postwar period of Allied occupation as a failure and the following decades as a time of pedagogical stagnation. Two decades after World War II, however, the Federal Republic had become a stable democracy, a member of NATO, and a close ally of the West. Had the schools really failed to contribute to this remarkable transformation of German society and political culture? This study persuasively argues that long before the protest movements of the late 1960s, the West German educational system was undergoing meaningful reform from within. Although politicians and intellectual elites paid little attention to education after 1945, administrators, teachers, and pupils initiated significant changes in schools at the local level. The work of these actors resulted in an array of democratic reforms that signaled a departure from the authoritarian and nationalistic legacies of the past. The establishment of exchange programs between the United States and West Germany, the formation of student government organizations and student newspapers, the publication of revised history and civics textbooks, the expansion of teacher training programs, and the creation of a Social Studies curriculum all contributed to the advent of a new German educational system following World War II. The subtle, incremental reforms inaugurated during the first two postwar decades prepared a new generation of young Germans for their responsibilities as citizens of a democratic state.

This study of the integration of East and West German education following the collapse of the German Democratic Republic in 1989 focuses on policy formation and implementation during this period of great social and political turbulence. It is the result of a research project undertaken shortly after the unification. The authors lived in East Germany for a full year, looking carefully at individual schools, vocational training centers, teacher colleges, and universities. The book considers questions of how education policy is successfully formulated, conditions in which that policy is implemented and the consequences of the implemented educational reform. The first chapters present the context and history of German education and the later chapters discuss the unification and the formation of the new school laws and the successes and failures. The authors' research shows that even before the unification East Germans had already opted for a system consistent with West German education law. However, the West Germans disregarded these changes and imposed their own version of reform on East Germany. The German situation at this time is of great interest to all educators, particularly students of educational policy making, as well as researchers in political science, economics, and sociology.

Through comparisons with contemporaneous developments in other European countries, he points out what was typical and what unique in the German experience in such areas as the operation and curricula of girls' schools, the opportunities for women teachers, the debates over increased educational and employment opportunities for women, and the strategies and tactics adopted by feminist organizations. The work is based on a wide variety of published sources and on the previously unexplored archives of the Prussian Ministry of Education. Topics discussed include the divisions between feminists interested in separate educational institutions for women and those wanting coeducational study at both the secondary and the university levels, and the impact of feminists on the major educational reforms introduced in Prussia and other German states between 1900 and 1910. Why did Japan so readily accept ideas and values developed in the allied countries while Germany resisted? Masako Shibata explores this question, arguing that the role of the university and the pattern of elite formation, which can be traced back to the period of the formation of Meiji Japan and the Kaiserreich, created the conditions for differing reactions from educational leaders in each country; this had a decisive impact on the proposed reforms.
