Changes in the state s industrial structure have created mismatches between worker capabilities and the skills required to work in a new field. The transition from a manufacturing to a services economy has strained the ability of many in the state s workforce to acquire to the new job skills demanded by employers. In order to regain employment and maintain former wage levels, structurally unemployed workers need new skills to work new jobs. Unemployed workers sometimes turn to workforce development system (WDS) programs to upgrade skills and provide access to better employment. The purpose of WDS job training services is to facilitate the transition from job loss to stable re-employment. Which job training strategies work or do not work and or for which demographic groups was the focus of this research.

Performance in 2011 has been stronger than originally envisaged, with growth of nearly 7 percent, inflation in the low single digits, public debt falling to 34 percent of GDP, and international reserves increasing to US$2.8 billion. Exchange rate flexibility remains a critical instrument of adjustment in response to shocks. At the same time, high financial dollarization may require the central bank to intervene to avoid abrupt, and potentially destabilizing, exchange rate fluctuations.

All differ in some way because they are heavily shaped by the nature and performance of publicly financed health systems and by the contexts in which they have evolved. This volume contains short structured profiles of markets for VHI in 34 countries in Europe. These are drawn from European Union member states plus Armenia Iceland Georgia Norway the Russian Federation Switzerland and Ukraine. The book is aimed at policy-makers and researchers interested in knowing more about how VHI works in practice in a wide range of contexts. Each profile written by one or more local experts identifies gaps in publicly-financed health coverage describes the role VHI plays outlines the way in which the market for VHI operates summarises public policy towards VHI including major developments over time and highlights national debates and challenges. The book is part of a study on VHI in Europe prepared jointly by the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe. A companion volume provides an analytical overview of VHI markets across the 34 countries.

Book excerpt: Evidence indicates that actions within four main themes (early child development fair employment and decent work social protection and the living environment) are likely to have the greatest impact on the social determinants of health and health inequities. A systematic search and analysis of recommendations and policy guidelines from intergovernmental organizations and international bodies identified practical policy options for action on social determinants within these four themes. Policy options focused on early childhood education and care; child poverty; investment strategies for an inclusive economy; active labour market programmes; working conditions; social cash transfers; affordable housing; and planning and regulatory mechanisms to improve air quality and mitigate climate change. Applying combinations of these policy options alongside effective governance for health equity should enable WHO European Region Member States to reduce health inequities and synergize efforts to achieve the United Nations Sustainable Development Goals.

Available in PDF, EPUB and Kindle. Book excerpt: In Georgia during the Great Depression, jobless workers united with the urban poor, sharecroppers, and tenant farmers. In a collective effort that cut across race and class boundaries, they confronted an unresponsive political and social system and helped shape government policies. James J. Lorence adds significantly to our understanding of this movement, which took place far from the northeastern and midwestern sites we commonly associate with Depression-era labor struggles. Drawing on extensive archival research, including newly accessible records of the Communist Party of the United States, Lorence details interactions between various institutional and grassroots players, including organized labor, the Communist Party, the Socialist Party, liberal activists, and officials at every level of government. He shows, for example, how the Communist Party played a more central role than previously understood in the organization of the unemployed and the advancement of labor and working-class interests in Georgia. Communists gained respect among the jobless, especially African Americans, for their willingness to challenge officials, help negotiate the welfare bureaucracy, and gain access to New Deal social programs. Lorence enhances our understanding of the struggles of the poor and unemployed in a Depression-era southern state. At the same time, we are reminded of their movement's lasting legacy: the shift in popular consciousness that took place as Georgians, "influenced by a new sense of entitlement fostered by the unemployed organizations," began to conceive of new, more-equal relations with the state.

While many of them face severe economic problems or have become only questionably democratic, Georgia’s socio-political development has become a relatively successful post-Soviet transition story. A deeper understanding of Georgia can offer insights that are also useful for other transitional and developing states. Many of the good governance implications of the research papers assembled in this volume are highly relevant to the broader Caucasus region and other post-Communist countries. The contributions deal with central issues pertinent to Georgian public policy, administration, and politics, as well as to Georgia’s ongoing struggle for independence and democracy. The collection illustrates a particularly revealing case in the comparative study of modern governance.

Book excerpt: High frequency estimates suggest a V-shaped recovery with output now poised to return close to 2019 levels already this year, much earlier than expected. Recently COVID-19 case numbers have risen sharply to new highs while vaccinations have also accelerated significantly after a slow start. The recovery has improved the fiscal outlook and the authorities submitted to Parliament a supplementary budget, with GEL 1.2 billion in additional spending roughly equivalent to the expected increase in revenues. The National Bank of Georgia (NBG) has increased the policy rate by 200 basis points to deal with high inflation driven by lagging effects of depreciation, commodity and food price increases, and supply side constraints.
