Book excerpt: In response to a request by President Barak Obama on November 24, 2010, the Presidential Commission for the Study of Bioethical Issues oversaw a thorough fact-finding investigation into the specifics of the U.S. Public Health Service-led studies in Guatemala involving the intentional exposure and infection of vulnerable populations. Following a nine-month intensive investigation, the Commission has concluded that the Guatemala experiments involved gross violations of ethics as judged against both the standards of today and the researchers' own understanding of applicable contemporaneous practices. It is the Commission's firm belief that many of the actions undertaken in Guatemala were especially egregious moral wrongs because many of the individuals involved held positions of public institutional responsibility. The best thing we can do as a country when faced with a dark chapter is to bring it to light. The Commission has worked hard to provide an unvarnished ethical analysis to both honor the victims and make sure events such as these never happen again.

Book Synopsis Military Courts, Civil-Military Relations, and the Legal Battle for Democracy by : Brett J. Kyle

This book was released on 2020-12-22 with total page 267 pages. Available in PDF, EPUB and Kindle. Book excerpt: The interaction between military and civilian courts, the political power that legal prerogatives can provide to the armed forces, and the difficult process civilian politicians face in reforming military justice remain glaringly under-examined, despite their implications for the quality and survival of democracy. This book breaks new ground by providing a theoretically rich, global examination of the operation and reform of military courts in democratic countries. Drawing on a newly created dataset of 120 countries over more than two centuries, it presents the first comprehensive picture of the evolution of military justice across states and over time. Combined with qualitative historical case studies of Colombia, Portugal, Indonesia, Fiji, Brazil, Pakistan, and the United States, the book presents a new framework for understanding how civilian actors are able to gain or lose legal control of the armed forces. The book’s findings have important lessons for scholars and policymakers working in the fields of democracy, civil-military relations, human rights, and the rule of law.

Download or read book When Washington Burned written by Robert P. Watson and published by Georgetown University Press. This book was released on 2023-08-01 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: An insightful re-examination of one of the most dangerous moments in US history, the British assault on Washington, DC Perhaps no other single day in US history was as threatening to the survival of the nation as August 24, 1814, when British forces captured Washington, DC. This unique moment might have significantly altered the nation’s path forward, but the event and the reasons why it happened are little remembered by most Americans. When Washington Burned narrates and examines the British campaign and American missteps that led to the fall of Washington during the War of 1812. Watson analyzes the actions of key figures on both sides, such as President James Madison and General William Winder on the US side and Rear Admiral George Cockburn and Major General Robert Ross on the British side. He pinpoints the reasons the campaign was such a disaster for the United States but also tells the redeeming stories of the courageous young clerks and the bold first lady, Dolley Madison, who risked their lives to save priceless artifacts and documents from the flames, including the Constitution. The British invasion was repulsed over the coming weeks and months, and the United States ultimately emerged stronger. General readers interested in the history of Washington, US history, and military history will be fascinated by this book.
Book Synopsis Climate Change Liability by : Michael Faure
Download or read book Climate Change Liability written by Michael Faure and published by Edward Elgar Publishing. This book was released on 2011-01-01 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sheds new light on the growing issue of using liability as a tool for both preventing and compensating for the damage caused by climate change. Michael Faure and Marjan Peeters have brought together a selection of expert contributors who explore a variety of both national and European perspectives on the topic. Climate change liability is no longer only a theoretical idea since climate changelitigation has become so hotly debated and this book examines to what extent it can be used for mitigation and adaptation issues. Chapters discuss the potential role of liability within various legal systems, like the national systems of the USA and The Netherlands, but also EU and ECHR law. Liability is outlined in a broad perspective since not only compensation for damage suffered by plaintiffs isdiscussed, but also the need for prevention in order to obtain a reduction of greenhouse gases.
