Book excerpt: This collection of essays locates, investigates and challenges the manner in which the Balkans and the West have constructed each other since 1945. Scholars from the two sections of the continent explore a wide range of fiction, film, journalism, travel writing and diplomatic records both to analyse Western European balkanism and to study Balkan representations of the West over the last fifty years. The first section looks back to the Cold War, examining the divergent, often favourable images of the Balkans that existed in Western culture, as well as the variety of responses that appeared in South-East European writings on the West. The second section analyses the transitions that took place in representation during the 1990s. Here, contributors explore both the harsh denigration of the Balkans which came to dominate western discourse after the initial euphoria of 1989, and the emerging tradition of contesting Western balkanism in South-East European cultural production. Through this dual emphasis, the volume exposes the representational practices that help to maintain a deeply divided Europe, and challenges the economic and political injustices that result. Despite the rise to prominence of postcolonial theory, with its awareness of global inequality, the current crises in many parts of South-East Europe have received scant attention in literary and cultural studies. The Balkans and the West addresses this deficiency. Ranging in focus from Serbian cinema to Romanian travel literature, from Western economic writings to Yugoslav fiction, and from public discourse in Albania to NATO's vast propaganda machine, the essays offer wide insight into representation and power in the contemporary European context.

Book excerpt: In recent years, western discourse about the Balkans, or “balkanism,” has risen in prominence. Characteristically, this strand of research sidelines the academic input in the production of western representations and Balkan self-understanding. Looking at the Balkans from the vantage point of “balkanism” has therefore contributed to its further marginalization as an object of research and the evisceration of its agency. This book reverses the perspective and looks at the Balkans primarily inside-out, from within the Balkans towards its “self” and the outside world, where the west is important but not the sole referent. The book unravels attempts at regional identity-building and construction of regional discourses across various generations and academic subcultures, with the aim of reconstructing the conceptualizations of the Balkans that have emerged from academically embedded discursive practices and political usages. It thus seeks to reinstate the subjectivity of “the Balkans” and the responsibility of the Balkan intellectual elites for the concept and the images it conveys. The book then looks beyond the Balkans, inviting us to rethink the relationship between national and transnational (self-)representation and the communication between local and exogenous – Western, Central and Eastern European – concepts and definitions more generally. Variously part of the Austro-Hungarian, Ottoman, and Byzantine empires, this region has always been considered Europe's border between the Orient and the Occident. Aiming to clarify the politics of drawing cultural borders in this region, the book examines the relations between the Habsburg Monarchy and the Balkans as an intermediate space between West and East. It demonstrates that the dichotomy Orient versus Occident is insufficient to explain the complexity of the region. Therefore, cultural multi-belonging, historical disruption, and recurrence of identities and conflicts are proposed to be «the essence» of the Balkans. Do the Balkans Begin in Vienna? depicts the fictional imagination of the Balkans as a «utopian dystopia». This oxymoron encompasses the utopian projections of the Austrian/ Habsburg writers onto the Balkans as a place of intact nature and archaic communities; the dystopian presentations of the Balkans by local authors as an abnormal no-place (ou-topia) onto which the historical tensions of empires have been projected; and, finally, the depictions of the Balkans in the Western media as an eternal or recurring dystopia. There is at present no other study that distinguishes these particular geographical reference points. Thus, this book contributes to the research on Europe's historical memory and to scholarship on postcolonial and/or post-imperial identities in European states. The volume is recommended for courses on Austrian, German, Balkan, and European studies, as well as comparative literature, theater, media, Slavic literatures, history, and political science.

Book excerpt: In the last years of their existence, the Union of Soviet Socialist Republics (USSR) and the Socialist Federal Republic of Yugoslavia (SFRY) found themselves facing a similar and very grim state of affairs. After their disintegration, the former Yugoslav republics spiralled into a set of ethnic conflicts that did not leave a single one of them unscathed, and in the ex-Soviet space, conflicts were far more limited. This book offers an in-depth analysis of the difference in state collapses and ensuing conflicts in the Soviet Union and Yugoslavia by focusing on their asymmetric ethnofederal structure and the different dynamics of ethnic mobilization that the federal units experienced. Moreover, it explores the links between identity politics and international relations, as the latter has been a latecomer in research on ethnonationalism and ethnic conflict. Finally, it contributes to the literature on the democratization-conflict nexus by proposing that the sequencing of ethnic mobilization and political liberalization has significant effects on the likelihood of conflict.
