Book excerpt: The recent economic troubles of Mexico should have surprised no one, for the Mexican economy is an unhealthy one whose basic problems extend back to the nineteenth century - that is the major theme of this study of the formative years of industrialization in Mexico. The author focuses on the forces - economic, political, and technological - that have thwarted Mexican efforts to become a competitive member of the international economic community. Unlike most previous studies, which have relied on aggregate data published by the Mexican government that lump together all industries and all firms, this study is based almost entirely on new material concerning individual companies and individual entrepreneurs. This approach enables the author to examine a wide range of new questions. What were the social origins of Mexico's industrial entrepreneurs? What was their relation to the government of Porfirio Diaz? How profitable were the major manufacturing companies? What effects did the Revolution of 1910-1917 have on the nation's physical plant and on investor confidence? What strategies did firms follow to protect their markets and to prevent competition? The author argues that the roots of modern Mexican industrialization are not to be found in the restructuring of the Mexican economy associated with the Revolution (indeed he contends that the Revolution's effect on the economy has been exaggerated) or in the economic growth stemming from World War II. Rather, he sees the Porfiriato as the decisive era in Mexico's industrialization. By examining the economic constraints on large-scale industrialization during the Porfiriato, he explains the factors that led to an industrial sector marked by concentration of ownership, oligopoly and monopoly production, the inability to compete in international markets, and the need for constant government protection and subsidies.

Book excerpt: When countries become more democratic, new opportunities arise for individuals and groups to participate in politics and influence the making of policy. But democratization does not ensure better representation for everyone, and indeed some sectors of society are ill-equipped to take advantage of these new opportunities. Small industry in Mexico, Kenneth Shadlen shows, is an excellent example of a sector whose representation decreased during democratization. Shadlen’s analysis focuses on the basic characteristics of small firms that complicate the process of securing representation in both authoritarian and democratic environments. He then shows how increased pluralism and electoral competition served to exacerbate the political problems facing the sector during the course of democratization in Mexico. These characteristics created problems for small firms both in acting collectively through interest associations and civil society organizations and in wielding power within political parties. The changes that democratization effected in the structure of corporatism put small industry at a significant disadvantage in the policy-making arena even while there was general agreement on the crucial importance of this sector in the new neoliberal economy, especially for generating employment. The final chapter extends the analysis by making comparisons with the experience of small industry representation in Argentina and Brazil. Shadlen uses extensive interviews and archival research to provide new evidence and insights on the difficult challenges of interest aggregation and representation for small industry. He conducted interviews with a wide range of owners and managers of small firms, state and party officials, and leaders of business associations and civil society organizations. He also did research at the National Archives in Mexico City and in the archives of the most important business organizations for small industry in the post-World War II period.

Export-oriented manufacturing became widely viewed as the surest recipe for realizing economic growth while reducing income inequality, and the role of foreign direct investments became increasingly important in development strategies worldwide. However, not every region, industry and social group managed to become successfully integrated into the world economy. In order to explain why these processes of economic restructuring have had such a differential impact, this study situates developments within a wider historical social and political context to establish how these processes of globalization are mediated at the regional and local level. The main object of study concerns the drastic socioeconomic transformation that has taken place in the state of Coahuila - situated in the northeast of Mexico, bordering the United States - over the past three decades. In particular since the start of NAFTA in 1994, Coahuila has become one of Mexico's most successful export-oriented manufacturing states, most importantly as a result of the large number of foreign direct investments it received.
