Book excerpt: Scientists, investors, policymakers, the media, and the general public have all displayed a continuing interest in the commercial promise and potential dangers of genetic engineering. In this book, Herbert Gottweis explains how genetic engineering became so controversial—a technology that some seek to promote by any means and others want to block entirely. Beginning with a clear exposition of poststructuralist theory and its implications for research methodology, Gottweis offers a novel approach to political analysis, emphasizing the essential role of narratives in the development of policy under contemporary conditions. Drawing on more than eighty in-depth interviews and extensive archival work, Gottweis traces today's controversy back to the sociopolitical and scientific origins of molecular biology, paying particular attention to its relationship to eugenics. He argues that over the decades a number of mutually reinforcing political and scientific strategies have attempted to turn genes into objects of technological intervention—to make them "governable." Looking at critical events such as the 1975 Asilomar conference in the United States, the escalating conflict in Germany, and regulatory disputes in Britain and France during the 1980s, Gottweis argues that it was the struggle over boundaries and representations of genetic engineering, politics, and society that defined the political dynamics of the drafting of risk regulations in these countries. In a key chapter on biotechnology research, industry, and supporting technology policies, Gottweis demonstrates that the interpretation of genetic engineering as the core of a new "high technology" industry was part of a policy myth and an expression of identity politics. He suggests that under postmodern conditions a major strategy for avoiding policy failure is to create conditions that ensure tolerance and respect for the multiplicity of socially available policy narratives and reality interpretations.

Book excerpt: The volume gives an overview on how legislators all over the world have come up with different legal solutions for governing genetically modified organisms (GMOs) and food security and provides a compact summary of the existing regulations in this field. In a comparative legal approach, a general report analyses and compares these various national and supranational legal systems. It closely follows the newest developments at the interface between genetic engineering law and food law. The emergence of a new technology usually leads to fundamental questions as to how the law should respond to it. The regulation of genetically modified organisms is a prime example, they have been discussed controversially ever since they were subject of legislation and regulation. In particular, this applies to the use of GMOs in food production. There is a variety of interesting legislations and a differentiated width of legal frameworks on international, supranational (EU) and national level to be found. The different regulations that thereby came to light are evidence of the various opinions and policies the societies and states have developed on this matter. It is this variety of regulations the volume examines, primarily on the basis of national reports that were handed in concerning the topic of genetic technology and food security at the occasion of the XIX International Congress of Comparative Law.

Asking for citizenship to be conceived of as a communicative achievement, the present book shows that sociolinguistics and pragmatics can essentially contribute to this interdisciplinary up-to-date issue of research: the volume offers a theoretically innovative concept of communicated citizenship and it presents a set of methodological approaches suited to deal with this concept at an empirical level (including contributions from Conversation Analysis, Critical Discourse Analysis, Social Positioning Theory, Speech Act Theory and Ethnography). Furthermore, concrete data and empirical analyses are provided which take up the case of decision-making processes around the application of modern 'green' biotechnology ('GMO field trials'). Book excerpt: Although the first Agro-Food products based on modem biotechnology (e. g. recombinant chymosin for cheese production; tomato puree based on genetically engineered tomatoes; herbicide-resistant, genetically modified soybean; insect resistant maize) have been introduced in the EU markets in recent years, the application of this technology is still being intensively discussed in the European Union. Recent opinion polls indicate as well that consumers' acceptance of genetically engineered food and agro-products still is relatively low (e. g. European Commission 1997, Hampel et al. 1997), at least in some member states of the EU. In contrast, representatives from politics and industry underline the necessity to apply modem biotechnology in the Agro-Food sector as well, mainly to ensure the competitiveness of EU agriculture and food industry and for employment reasons. Against this background there seems to be a need for a scientific analysis of the future impacts of modem biotechnology in the Agro-Food sector of the EU. Recent studies trying to analyse this issue (e. g. OECD 1992, Teuber 1992) usually comprise extrapolations of status-quo analyses. What has not been exploited so far in this context are systematic technology forecasting approaches which do not include only one single country, but get information on an international level. Therefore, the impacts of modem biotechnology on the Agro-Food sector in five member countries of the EU (Germany, Greece, Italy, the Netherlands, and Spain) have been analysed with the help of the Delphi methodology which represents one of the most reliable tools for technology forecasting.

In order to dedicate specific attention to transdisciplinary knowledge production, this book aims to explore (new) hybrid modes of inquiry that allow many of architecture’s longstanding schisms to be overcome: such as between theory/history and practice, critical theory and projective design, the adoption of an external viewpoint and a view-from-within (often under the guise of bottom-up vs. top-down).
