But in democracies around the world—rich and poor, Western and non-Western—there is growing evidence of low or declining public confidence in parties. In membership, organization, and popular involvement and commitment, political parties are not what they used to be. But are they in decline, or are they simply changing their forms and functions? In contrast to authors of most previous works on political parties, which tend to focus exclusively on long-established Western democracies, the contributors to this volume cover many regions of the world. Theoretically, they consider the essential functions that political parties perform in democracy and the different types of parties. Historically, they trace the emergence of parties in Western democracies and the transformation of party cleavage in recent decades. Empirically, they analyze the changing character of parties and party systems in postcommunist Europe, Latin America, and five individual countries that have witnessed significant change: Italy, Japan, Taiwan, India, and Turkey. The grandson of Jamaican and Barbadian immigrants to Limón, Quince Duncan (b. 1940) incorporates personal memories into stories about first generation Afro–West Indian immigrants and their descendants in Costa Rica. Duncan’s novels, short stories, recompilations of oral literature, and essays intimately convey the challenges of Afro–West Indian contract laborers and the struggles of their descendants to be recognized as citizens of the nation they helped bring into modernity. Through his storytelling, Duncan has become an important literary and cultural presence in a country that forged its national identity around the leyenda blanca (white legend) of a rural democracy established by a homogeneous group of white, Catholic, and Spanish peasants. By presenting legends and stories of Limón Province as well as discussing the complex issues of identity, citizenship, belonging, and cultural exile, Duncan has written the story of West Indian migration into the official literary discourse of Costa Rica. His novels Hombres curtidos (1970) and Los cuatro espejos (1973) in particular portray the Afro–West Indian community in Limón and the cultural intolerance encountered by those of African-Caribbean descent who migrated to San José. Because his work follows the historical trajectory from the first West Indian laborers to the contemporary concerns of Afro–Costa Rican people, Duncan is as much a cultural critic and sociologist as he is a novelist. Despite comprising the vast majority of the labor force, working-class people represent a small slice of the legislature. Working Class Inclusion examines how the near exclusion of working-class citizens from legislatures affects citizens' evaluations of government. Combining surveys from across Latin America with novel data on legislators' class backgrounds and experiments from Argentina and Mexico, the book demonstrates voters want more workers in office, and when combined with policy representation, the presence of working-class legislators improves citizens' evaluations of government. Absent policy representation, however, workers are met with distrust and backlash. Chapters show citizens have many opportunities to learn about the presence, or absence, of workers; and the relationship between working-class representation and evaluations of government is strongest among citizens who are aware of legislators' class status.
