Book excerpt: The man known as Cheradenine Zakalwe was one of Special Circumstances' foremost agents, changing the destiny of planets to suit the Culture through intrigue, dirty tricks and military action. The woman known as Diziet Sma had plucked him from obscurity and pushed him towards his present eminence, but despite all their dealings she did not know him as well as she thought. The drone known as Skaffen-Amtiskaw knew both of these people. It had once saved the woman's life by massacring her attackers in a particularly bloody manner. It believed the man to be a lost cause. But not even its machine could see the horrors in his past. Ferociously intelligent, both witty and horrific, Use of Weapons is a masterpiece of science fiction. Available in PDF, EPUB and Kindle. Book excerpt: Only weeks after the D-Day invasion of June 6, 1944, a surprising cargo—crates of books—joined the flood of troop reinforcements, weapons and ammunition, food, and medicine onto Normandy beaches. The books were destined for French bookshops, to be followed by millions more American books (in translation but also in English) ultimately distributed throughout Europe and the rest of the world. The British were doing similar work, which was uneasily coordinated with that of the Americans within the Psychological Warfare Division of General Eisenhower's Supreme Headquarters, Allied Expeditionary Force, under General Eisenhower's command. Books As Weapons tells the little-known story of the vital partnership between American book publishers and the U.S. government to put carefully selected recent books highlighting American history and values into the hands of civilians liberated from Axis forces. The government desired to use books to help "disintoxicate" the minds of these people from the Nazi and Japanese propaganda and censorship machines and to win their friendship. This objective dovetailed perfectly with U.S. publishers' ambitions to find new profits in international markets, which had been dominated by Britain, France, and Germany before their book trades were devastated by the war. Key figures on both the trade and government sides of the program considered books "the most enduring propaganda of all" and thus effective "weapons in the war of ideas," both during the war and afterward, when the Soviet Union flexed its military might and demonstrated its propaganda savvy. Seldom have books been charged with greater responsibility or imbued with more significance. John B. Hench leavens this fully international account of the programs with fascinating vignettes set in the war rooms of Washington and London, publishers' offices throughout the world, and the jeeps in which information officers drove over bomb-rutted roads to bring the books to people who were hungering for them. Books as Weapons provides context for continuing debates about the relationship between government and private enterprise and the image of the United States abroad.

Book excerpt: The question of whether new rules or regulations are required to govern, restrict, or even prohibit the use of autonomous weapon systems has been the subject of debate for the better part of a decade. Despite the claims of advocacy groups, the way ahead remains unclear since the international community has yet to agree on a specific definition of Lethal Autonomous Weapon Systems and the great powers have largely refused to support an effective ban. In this vacuum, the public has been presented with a heavily one-sided view of Killer Robots. This volume presents a more nuanced approach to autonomous weapon systems that recognizes the need to progress beyond a discourse framed by the Terminator and HAL 9000. Re-shaping the discussion around this emerging military innovation requires a new line of thought and a willingness to challenge the orthodoxy. Lethal Autonomous Weapons focuses on exploring the moral and legal issues associated with the design, development and deployment of lethal autonomous weapons. In this volume, we bring together some of the most prominent academics and academic-practitioners in the lethal autonomous weapons space and seek to return some balance to the debate. As part of this effort, we recognize that society needs to invest in hard conversations that tackle the ethics, morality, and law of these new digital technologies and understand the human role in their creation and operation.

Available in PDF, EPUB and Kindle. Book excerpt: War at the Speed of Light describes the revolutionary and ever-increasing role of directed-energy weapons (such as laser, microwave, electromagnetic pulse, and cyberspace weapons) in warfare. Louis A. Del Monte delineates the threat that such weapons pose to disrupting the doctrine of Mutually Assured Destruction, which has kept the major powers of the world from engaging in nuclear warfare. Potential U.S. adversaries, such as China and Russia, are developing hypersonic missiles and using swarming tactics as a means to defeat the U.S. military. In response, the U.S. Department of Defense established the 2018 National Security Strategy, emphasizing directed-energy weapons, which project devastation at the speed of light and are capable of destroying hypersonic missiles and enemy drones and missile swarms. Del Monte analyzes how modern warfare is changing in three fundamental ways: the pace of war is quickening, the rate at which weapons project devastation is reaching the speed of light, and cyberspace is now officially a battlefield. In this acceleration of combat called "hyperwar," Del Monte shows how disturbingly close the world is to losing any deterrence to nuclear warfare.

Book excerpt: An unforgettable story of discovery and unimaginable destruction and a major biography of one of America’s most brilliant—and most divisive—scientists, Robert Oppenheimer: A Life Inside the Center vividly illuminates the man who would go down in history as “the father of the atomic bomb.” “Impressive. . . . An extraordinary story.”—The New York Times Book Review “Judicious, comprehensive and reliable. . . . By far the most thorough survey yet written of Oppenheimer’s physics."—Washington Post Oppenheimer’s talent and drive secured him a place in the pantheon of great physicists and carried him to the laboratories where the secrets of the universe revealed themselves. But they also led him to contribute to the development of the deadliest weapon on earth, a discovery he soon came to fear. His attempts to resist the escalation of the Cold War arms race—coupled with political leanings at odds with post-war America—led many to question his loyalties, and brought down upon him the full force of McCarthyite anti-communism. Digging deeply into Oppenheimer’s past to solve the enigma of his motivations and his complex personality, Ray Monk uncovers the extraordinary, charming, tortured man—and the remarkable mind—who fundamentally reshaped the world.
