Book excerpt: In the wake of Brexit, the Commonwealth has been identified as an important body for future British trade and diplomacy, but few know what it actually does. How is it organized and what has held it together for so long? How important is the Queen's role as Head of the Commonwealth? Most importantly, why has it had such a troubled recent past, and is it realistic to imagine that its fortunes might be reversed? In The Empire's New Clothes,? Murphy strips away the gilded self-image of the Commonwealth to reveal an irrelevant institution afflicted by imperial amnesia. He offers a personal perspective on this complex and poorly understood institution, and asks if it can ever escape from the shadow of the British Empire to become an organization based on shared values, rather than a shared history.

The contributors to this book examine the connection between the two processes. Utilizing a range of sources, the authors challenge conventional interpretations of the connection, and in doing so raise important questions about the nature, motivation, and effects of British policy.

Book excerpt: Prior to World War I, Britain was at the center of global relations, utilizing tactics of diplomacy as it broke through the old alliances of European states. Historians have regularly interpreted these efforts as a reaction to the aggressive foreign policy of the German Empire. However, as Between Empire and Continent demonstrates, British foreign policy was in fact driven by a nexus of intra-British, continental and imperial motivations. Recreating the often heated public sphere of London at the turn of the twentieth century, this groundbreaking study carefully tracks the alliances, conflicts, and political maneuvering from which British foreign and security policy were born.

Learn more at www.luminosoa.org. Multiculturalism as a distinct form of liberal-democratic governance gained widespread acceptance after World War II, but in recent years this consensus has been fractured. Multiculturalism in the British Commonwealth examines cultural diversity across the postwar Commonwealth, situating modern multiculturalism in its national, international, and historical contexts. Bringing together practitioners from across the humanities and social sciences to explore the legal, political, and philosophical issues involved, these essays address common questions: What is postwar multiculturalism? Why did it come about? How have social actors responded to it? In addition to chapters on Australia, Britain, Canada, and New Zealand, this volume also covers India, Malaysia, Nigeria, Singapore, and Trinidad, tracing the historical roots of contemporary dilemmas back to the intertwined legacies of imperialism and liberalism. In so doing it demonstrates that multiculturalism has implications that stretch far beyond its current formulations in public and academic discourse.

The focus is imperial preference, the largest discriminatory tariff system in the world and a potent symbol of Commonwealth unity. It is based on archival research in Britain, Canada, Australia, New Zealand and the United States.

Book excerpt: In spite of the general phobia of federalism, there is a strong federalist trend within British political culture. In three very different historical contexts, federalism inspired the action of political movements such as the Imperial Federation League, the Round Table and the Federal Union. Indeed, it was regarded as the solution to problems arising from the first signs of the possible collapse of Great Britain and its Empire. The Round Table Movement played a particularly interesting role in this regard, attempting to reverse the rapid and inexorable decline of the British Empire. It was a political organisation with roots in all the major peripheries of the Empire and almost unlimited financial resources. This volume discusses the strategies and means employed by the group in order to maintain the British Empire’s global prominence. The book’s main argument is that we did not have a “British century” – the nineteenth – and an “American century” – the twentieth – but, rather, four centuries of Anglo–Saxon supremacy, which witnessed the affirmation of the national principle – expression of the Continental political tradition – and its overcoming through its opposite, the federal principle, the expression of the insular political tradition.

Book excerpt: People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.
