Available in PDF, EPUB and Kindle. Book excerpt: Getting It Right is the first "insider's" account of this period of regional development in Canada. Harley McGee draws on his experience with the government at senior regional and departmental levels, and on primary and secondary sources, to examine the evolution of federal regional development policies and the structures developed between 1970 and 1991 to implement them. He dispels some of the myths and challenges some of the perceptions about the manner in which regional development has been tackled by governments in Canada. He explores the federal-provincial dimensions of regional development, as well as the difficulty of reconciling the perceived dichotomy between national and regional policies. McGee argues that the 1982 move away from the DREE model of regional development was a mistake, and suggests that the predilection of governments for reorganising existing instruments of regional development policy and creating new ones has been detrimental to regional economies. Mindful of the new realities of the global economy within which Canada and its regions must compete, and of the promise/threat of rapidly changing technology, McGee identifies the need for a new order of priorities with which governments can meet these challenges and opportunities.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes economic development policy governance in northern Ontario over the past thirty years, with the goal of making practical policy recommendations for present and future government engagement with the region. It brings together scholars from several disciplines to address the policy and management challenges in various sectors of northern Ontario’s economy, including the mining, pulp and paper, and tourism industries, and both small- and medium-sized businesses. Governance in Northern Ontario assesses the role of the provincial government and its economic policy intervention in the region’s economic development. The contributors evaluate the relationship between the provincial and local governments and the business sector, and also looser structures of policy networks, such as those of First Nations and other interested community groups. Focusing on the nature of partnerships between governments and societal interests, Governance in Northern Ontario makes a significant contribution to the theories and practice of public policy governance in socioeconomically disadvantaged regions.

Available in PDF, EPUB and Kindle. Book excerpt: The past two decades have witnessed dramatic shifts in public policy, with increasing complexity not only in the relationships between the state, society, and the private sector, but also in the interactions among various orders of government in places such as Canada, the United States, and the European Union. In Policy Governance in Multi-level Systems, Charles Conteh examines how these seismic structural changes have impacted the work of public organizations and how these organizations are responding to modifications in their operating environments. With an emphasis on Canada's controversial but resilient regional economic policy, Conteh focuses his study on four agencies - the Atlantic Canada Opportunities Agency, Western Economic Diversification Canada, FedNor, and FedDev - and their evolving policy portfolios and modes of operation in New Brunswick, Manitoba, northern Ontario, and southern Ontario. Drawing upon literature in public administration, urban and regional governance, as well as multi-level governance, Conteh offers a cutting-edge analysis of contemporary and emerging understandings of multi-level governance and regional development while acknowledging the historical context of policy and intellectual traditions. Combining a solid theoretical background with empirical depth and practical lessons from the field, Policy Governance in Multi-level Systems is an invaluable resource for policy analysts, policy makers, and practitioners in many tiers of government, business, and community leadership.

Book excerpt: Throughout the world today former nation-states, as disparate as Yugoslavia, Somalia, and Canada, have either disintegrated or threaten to splinter into regions. The conflicts are economic, social, ethnic, linguistic, religious, political, and cultural. Higgins and Savoie analyze the reasons for these conflicts and show why attempts to eliminate regional disparities within nations have been largely unsuccessful. This volume is a highly readable, comprehensive survey of the literature and current debates in the fields of regional economics, development, policy, and planning.

Available in PDF, EPUB and Kindle. Book excerpt: As free trade talks continue uncertainly, as Ottawa and Washington toss protective tariffs at each other's goods, and as the provinces continue to disagree among themselves and with the federal government, the search for a national economic policy goes on. A critical element in that search is the balance between regional needs and federal priorities. Peter Leslie's interpretive essay provides a context in which to view the political and economic forces that make up that delicate balance, including those highlighted in the report of the Macdonald Commission. He discusses the nature of Canada's federal system and its relevance to policy, especially in the economic sphere, where differential effects among regions are often difficult to avoid. Leslie offers a thoughtful appraisal of a historically complex set of relationships and suggests the ways in which it will determine strategy in an area that will continue to occupy political centre-stage in Canada for some time to come.

Available in PDF, EPUB and Kindle. Book excerpt: During his successful campaign to become Conservative Party leader in the spring of 2004, Stephen Harper said of the Maritime provinces, "We will see the day when the region is not the place where you visit your grandparents, but instead more often than not the place where you visit your grandchildren." In Visiting Grandchildren, esteemed policy analyst and scholar Donald J. Savoie explores how Canadian economic policies have served to exclude the Maritime provinces from the wealth enjoyed in many other parts of the country, especially southern Ontario, and calls for a radical new approach in how Canadian governments determine policies that affect the different regions. Savoie advocates a 'ratchet effect' for national economic policies, whereby regions take turns at high growth, with the slow-growth region of one period becoming the high-growth region of the next, with none moving from slow-growth to decline. He demonstrates how this pattern has been effective in countries undergoing long-term regional convergence and how it would recognize that what is good for the Maritimes is good for Canada no less than what is good for Ontario is good for Canada. Visiting Grandchildren looks to history, accidents of geography, and to the workings of national political and administrative institutions to explain the relative underdevelopment of the Maritime provinces. Savoie argues that the region must strive to redefine its relationship with the national government and with other regions, that it must ask fundamental questions of itself about its own responsibility for its present underdevelopment, develop a cooperative mindset, and embrace the market, if it is to prosper in the twenty-first century. Savoie's work serves as the blueprint for a new way of envisioning the Maritime region.
