Book excerpt: The XIIlth General Assembly of the International Astronomical Union, held in Prague from 22 to 31 August, 1967, brought together more than 1800 active astron omers from 40 countries. The agenda of the Assembly ranged from administrative questions to highly intricate scientific problems. Thirty-eight Presidents of the IAU Commissions contributed by their reports to a detailed survey of Astronomy for the period 1964-67. These reports were published in the Transactions of the IAU, Volume XIIIA. Transactions volume XIIIB bring the results of the administrative meetings and of the meetings of Commissions held during the General Assembly. The present volume is devoted to the most important scientific results of the General Assembly as presented in the Invited Discourses, Joint Discussions, and at Special Meetings. It is an established policy of the Union to invite prominent astronomers to hold, during the General Assembly, formal discourses on topics of major importance due to recent significant developments. These Invited Discourses cover, as a rule, broad fields of astronomical interest and are meant to give basic information also to scien tists from other branches. Subjects which call for a more detailed technical approach are dealt with in the Joint Discussions or at Special Meetings. Here, invited speakers present authoritative surveys complemented by communications on current or envisaged projects. The proceedings of two other meetings, on Moon Probes and on Coordination of Solar Observations Made at Ground-based Observatories and with Space Vehicles, are of a sufficiently wide interest to warrant the inclusion into this volume.

Book excerpt: This History has its origin in a suggestion, made in September 1990 by former IAU General Secretary Derek McNally, who felt "that a 75 year history of the Union was needed before the col lective memory of those who knew the Union before the Second World War vanished. It would then be a preparatory volume to a centennial history in 2019. " Indeed, of those who knew the Union that long ago, few are still with us. Six years ago, at Baltimore on August 2, 1988, listening and reminiscing at the Inaugural Ceremonies of the Union's 20th General Assembly, I realized that it was almost exactly half a century ago that, at the age of 24, I attended the Inaugurations at my "first" Assembly: on August 3, 1938 in Stockholm. Now, in 1994, this is almost 56 years ago, three quarters of the Union's age. Only vague recollections - no better than that -lead me back to this event, just before World War II. And so, this is not a history based on recollection, far from it. Recollection was helpful in that it allowed me, better perhaps than a younger author, to appreciate circumstances under which the letters and reports which form the basis for this History were written. The account is largely based on archival documents, collected from a wide variety of sources.

Besides the Gen eral Assembly in Sydney, and the Extraordinary General Assembly in Poland, there were held eleven IAU Symposia and one Colloquium. Several IAU Publications cover this activity. The Proceedings of the Symposia are published in separate Volumes, while the Transactions of the General Assembly and of the Extraordinary General Assembly contain short reports of the Commission meetings, the administrative sessions, and the opening ceremonies. The present Volume covers some of the scientific Highlights of the General As sembly and of the Extraordinary General Assembly. It contains five Invited Dis courses given in Sydney and Poland, some selected papers, and the Joint Discussions at the General Assembly of Sydney. Of course, there were many more papers of special interest presented in Sydney that could not be included in this Volume. Their titles can be seen in the reports of the various Commissions. It is regrettable that the Invited Discourses of C. H. Townes (Interstellar Molecules) and F. J. Low (Infrared Astronomy) were not submitted for publication. Also only five papers or abstracts of the Joint Discussion on the 'Origins of the Moon and Satellites' have been available. Despite these minor shortcomings, I believe that the present Volume is faithful to its title: it gives a substantial part of the Highlights of Astronomy in 1973.

The Statutes, Bye-Laws and Working Rules of the Union as revised at the General Assembly are published in Chapter VII, while an updated version of the Rules for Scientific Meetings is given in Chapter VIII. Finally, Chapter IX contains lists of the countries adhering to the Union and of its approximately 8300 individual members, ordered by geographical location and commission membership as well as alphabetically (with full addresses). The IAU remains one of the few Scientific Unions in which a vigorous body of individual members contributes in a crucial way to the spirit and aims of the Union.

The scientific programme maintained the high standards of the Union and the scientific proceedings may be found either in this volume or in volume 8 of Highlights of Astronomy. The scientific programme was organised by the 40 Commission Presidents and coordinated by the General Secretary (1985-1988), Dr. J.-P. Swings. The local arrangements were effectively made through the National Organising Committee under the Chairmanship of Prof. F. Drake and the Local Organising Committee under the co-Chairmanship of Prof. A. Oavidsen and Dr. R. Giacconi. The smooth day to day operation of the meeting resulted from the incomparable dedication of Karen Weinstock and Harold Screen.
